Job Summary

Reporting to the Project Director, Digital Project Implementation in the Business and Technology Transformation Branch, the Senior Business and Systems Analyst position is an exciting opportunity to contribute to the success of the Digital Screens project, Community Recreation Experience Transformation Program, and other relevant or related projects or programs by providing leadership in the planning, design, implementation, and support of these initiatives. This role leads complex business and systems analysis activities to support the rollout and sustainment of digital screens, content management platform AppSpace, and integrated technologies that feed into AppSpace.

From a broader perspective, this position informs, and works collaboratively with Parks and Recreation’s Capital Projects, Design and Delivery Branch, ensuring established standards for pylon signs, general audio visual and technology components of new community centres, and retrofitting existing centres through state-of-good repair projects.

The position works collaboratively with Technology Services Division, Strategic Communications, Customer Experience, Toronto Cyber Security, and other corporate partners to ensure solutions are secure, accessible, reliable, and aligned with City standards. The incumbent will also lead architecture governance processes, Divisional needs assessment and development of specifications, and vendor coordination to support the delivery of a Division-wide establishment of audio visual standards at Parks and Recreation locations.

Major Responsibilities

• Leads the analysis, design, development, implementation, and continuous improvement of audio visual components, not limited to, but including digital signage solutions, including enterprise content management platforms (e.g., AppSpace), display hardware, and media player infrastructure.
• Develops and designs audio visual standards for new and retrofitted existing spaces, by collaborating with the Capital Projects, Design and Delivery Branch. This includes developing standards that will be used throughout the capital project lifecycle; at bidding period, design and contract administration. Act as the Business Technology representative on major capital project building or retrofitting existing community centres / facilities.
• Elicits, documents, and validates business requirements; develops functional and technical specifications, process maps, and system designs.
• Designs and documents system integrations with internal and external platforms, including but not limited to ACTIVENet, live data feeds, and emergency notification systems.
• Leads submissions to and provides expert guidance through the Enterprise Architecture Review Board (EARB) process, ensuring alignment with corporate architecture and technology standards.
• Collaborates with Technology Services Division to design and implement network connectivity, device management, and infrastructure components supporting digital signage deployments.
• Works closely with Toronto Cyber Security and Corporate Information Management Services to ensure compliance with security, privacy, and information management requirements.
• Coordinates with Digital Accessibility and User Experience teams to ensure compliance with AODA and City accessibility standards.
• Partners with Strategic Communications and Customer Experience Division to define content governance models, publishing workflows, templates, and branding standards.
• Provides oversight and coordination of external vendors, including AV integrators, hardware suppliers (e.g., Samsung, BrightSign), and software providers.
• Leads stakeholder engagement activities including workshops, consultations, and presentations to senior management and governance bodies.
• Supports project planning, implementation, and rollout activities, including pilot deployments and scaling across multiple locations.
• Monitors system performance, availability, and user adoption; develops metrics, reporting, and recommendations for continuous improvement.
• Provides technical leadership and mentorship to project teams and contributes to the development of standards, guidelines, and best practices.

Key Qualifications

1. Post-secondary education in computer science, information systems, business administration, or a related discipline, or an equivalent combination of education and experience.
2. Extensive experience performing business and systems analysis in large, complex environments, preferably within the public sector.
3. Considerable experience in requirements gathering, business process analysis, and preparation of detailed functional and technical specifications.
4. Experience implementing and supporting enterprise content management systems (CMS), preferably digital signage platforms such as Appspace or similar.
5. Experience in systems integration, including APIs, data feeds, and real-time information systems.
6. Experience with AV technologies, digital display systems, Samsung hardware, media players, and related infrastructure.
7. Experience with network infrastructure, secure connectivity, and endpoint device management.
8. Experience working with enterprise architecture frameworks and governance processes.
9. Knowledge of cyber security principles, risk management, and privacy requirements.
10. Familiarity with corporate information management practices and data governance standards.
11. Knowledge of accessibility legislation and standards, including AODA and WCAG.
12. Demonstrated ability to lead cross-functional teams and influence stakeholders across business and technology domains.
13. Experience working with multiple stakeholders, including IT divisions, communications teams, vendors, and senior leadership.
14. Strong facilitation, presentation, negotiation, and conflict resolution skills.
15. Experience supporting or leading projects using Agile, Waterfall, or hybrid methodologies.
16. Ability to manage multiple priorities, meet deadlines, and deliver high-quality outcomes in a fast-paced environment.
17. Knowledge of IT service management (ITIL) principles is an asset.
