We are seeking a highly accomplished Senior Business Analyst for an enterprise-level contract opportunity based in Toronto. In this role, you will lead and conduct extensive business analysis activities to assess complex operational problems, translating stakeholder input into precise, structured I&IT requirements to guide modern digital solutions.

As a senior bridge between business units, subject matter experts, and technical delivery teams, you will navigate both traditional and modern systems architecture. Operating within a hybrid model, you will define functional requirements, architect business process workflows, and evaluate system migration paths, ensuring all deliverables strictly align with established enterprise standards, gating processes, and data privacy frameworks.

Responsibilities
Business Analysis Leadership: Lead, plan, and execute end-to-end business analysis activities across varying levels of detail, aligning with formal project management methodologies, enterprise architecture, and corporate gating processes.

Requirements Engineering: Elicit functional and non-functional requirements from diverse stakeholders and subject matter experts utilizing specialized strategies, including JAD sessions, structured interviews, surveys, and interactive mock-ups.

Technical Artifact Development: Author clear, concise, and actionable technical business documentation, including Business Requirement Documents (BRDs), System Requirement Specifications (SRS), user stories, use cases, and traceability matrices.

System & Migration Analysis: Conduct deep-dive current-state and future-state system analyses, evaluating technical landscapes to support the migration of legacy web applications into cloud-hosted environments.

Business Process Modeling: Map, evaluate, and document existing operational workflows to isolate system inefficiencies; design optimized future-state process models, data flow diagrams, and use case surveys.

Strategic Planning Support: Conduct feasibility studies, prepare comprehensive business cases, perform cost-benefit analyses, and apply re-engineering concepts to promote cost-effective service delivery improvements.

Risk & Security Assessment: Support comprehensive risk assessments and document technical mitigation strategies to ensure full compliance with corporate architecture, privacy, and security standards.

Integration & Interoperability Support: Assist with platform integration and electronic medical record (EMR) interface streams, supporting structured data capture, data pre-population, and dynamic form behaviors aligned with national interoperability standards.

Governance & Process Excellence: Advise on business analysis policies, templates, and best practices to promote a consistent and structured practice across the project lifecycle.

User Enablement & Training: Prepare detailed user training materials, stakeholder presentations, and concise briefing notes to promote continuous learning and support deployment roll-outs.

Qualifications
Core Requirements
Professional Tenure: 7+ years of progressive experience leading business analysis activities, requirements gathering, and stakeholder management for large-scale IT initiatives.

System Analysis Depth: 7+ years of demonstrated experience analyzing both existing legacy systems and new application architectures to execute detailed gap and impact analyses.

Document Engineering Mastery: 7+ years of hands-on expertise producing high-tier business analysis artifacts, including Use Cases, Scope Statements, SRS, BRDs, User Stories, and integrated project planning files.

Agile Frameworks: 7+ years of practical experience operating within structured Agile methodologies and modern iterative delivery environments.

Public Sector Acumen: Proven experience successfully delivering IT business analysis services within a structured public sector framework or corporate government setting.

Technical & Analytical Skills
Cloud Platform Awareness: Functional knowledge and delivery experience operating with Azure and various Microsoft technologies.

Information Management Foundations: Strong understanding of Information Management principles, concepts, policies, and structured data handling practices.

Modeling & Mapping Software: Proficient in data modeling, business functional modeling, business event modeling, process mapping, and producing visual wireframes or prototypes.

Quality & Performance Metrics: Experience developing performance measures, tracking project monitors, and compiling requirement traceability matrices.
