Human Resources Manager I - Temporary

About Us: Blue Shock Executive Search, established in 2003, is a renowned executive search firm excelling in recruiting top-tier candidates across restaurant, hospitality, and food service-related sectors. Located in New Brunswick, our client is a growing seafood company operating a fully integrated supply chain. Their business spans four interconnected operations including live lobster receiving and storage, value-added seafood processing, logistics and transportation, and aquaculture farming. As the organization continues to expand, they are seeking a strong HR leader to bring structure, insight, and operational clarity across the business.

Human Resources Manager

This is not a traditional HR role. You will be responsible for building and managing the processes that ensure we recruit the right people, support them effectively, and hold them to clear standards. You will play a key role in reducing dependency on third-party recruiters and creating a more reliable, internally driven hiring pipeline.

You’ll work closely with leadership and our HR Administrator to bring structure, clarity, and accountability to how we manage our workforce.

Immigration & Temporary Foreign Worker Program Management

• Lead and manage all aspects of the Temporary Foreign Worker (TFW) Program
• Oversee LMIA applications, renewals, and ongoing compliance requirements
• Develop and maintain a reliable recruitment pipeline for foreign workers
• Reduce dependency on third-party recruiters through internal recruitment initiatives
• Coordinate worker support throughout recruitment, arrival, onboarding, and employment
• Serve as the company's internal resource for immigration-related matters

Recruitment & Workforce Development

• Lead recruitment efforts for both local and international employees
• Develop direct sourcing strategies to improve candidate quality and hiring outcomes
• Strengthen onboarding programs to improve retention and employee performance
• Support workforce planning initiatives aligned with business objectives
• HR Structure & Policy Development
• Create, update, and communicate company policies and procedures
• Ensure compliance with provincial and federal employment legislation
• Implement consistent HR systems and processes across the organization

Employee Relations & Workforce Support

• Support employees and managers in resolving workplace concerns
• Reinforce company policies fairly and consistently
• Partner with HR support staff on employee documentation, training records, and compliance tracking
• Foster a workplace culture focused on accountability, engagement, and performance

Direct experience managing or supporting LMIA applications and Temporary Foreign Worker Programs

• Strong knowledge of immigration processes and employment legislation
• Strong communication, relationship-building, and conflict resolution skills
• Strong organizational and project management capabilities

Post-secondary education in Human Resources, Business Administration, Immigration Services, or a related field

• Minimum 5 years of experience in Human Resources, Workforce Management, Immigration, or a related discipline
• Demonstrated experience managing Temporary Foreign Worker (TFW) Programs and LMIA processes
• Knowledge of provincial and federal labour regulations
• Experience developing policies, procedures, and workforce programs
• CHRP designation considered an asset
