We are looking for a Regulatory Affairs Specialist to join our Regulatory Affairs team and help HRPA fulfill its obligations under the Registered Human Resources Professionals Act, 2013.
Key Responsibilities:
Reporting to the Associate Registrar and Director, Regulatory Affairs, the Regulatory Affairs Specialist will support a range of regulatory activities and may rotate among different portfolios over time. These may include designation requirements; complaints, discipline and capacity matters; registration and appeals; professional standards; policy; and continuing professional development.
Committee and Regulatory Process Coordination: Coordinate the effective operation of regulatory committees and panels, including onboarding and training members, scheduling meetings, deliberations and hearings, preparing materials, maintaining records and monitoring committee activity.
Case and Matter Management: Manage the intake and processing of matters referred to for committee review and communicate clearly and professionally with applicants, registrants, complainants, appellants, committee members and other stakeholders.
Procedural and Legislative Support: Apply relevant legislation, by-laws, policies, standards and established procedures to regulatory matters. Serve as a resource to committees regarding applicable requirements, precedents, and prior decisions while recognizing when legal advice or escalation is necessary.
Committee Resourcing and Performance: Maintain committee rosters, track member tenure and participation, anticipate resourcing needs and support the recruitment of professional and public committee members.
Specialized Regulatory Support: Coordinate external resources as required, including independent legal counsel, investigators, assessors, witnesses, court reporters and other service providers.
Decision Implementation and Compliance: Ensure appropriate follow-up when decisions or agreements result in undertakings, suspensions, revocations, terms, conditions or limitations. Help ensure that committee orders and decisions are accurately reflected on the public register.
Information and Records Management: Maintain complete, accurate and confidential regulatory records; manage secure document sharing; and ensure appropriate retention and destruction protocols are followed.
Stakeholder Engagement: Respond to enquiries and escalations from members, applicants and the public. Deliver presentations and webinars to help stakeholders understand regulatory requirements and processes.
Continuous Improvement: Identify opportunities to strengthen regulatory policies, practices, forms, guidance and website content, and help implement approved changes consistently across all relevant areas.
Data and Reporting: Track regulatory activity and contribute data, analysis and commentary to newsletters, quarterly Registrar’s Reports, internal reporting and government reports.
Qualifications We’re Excited About:
Education: Bachelor’s degree or equivalent education in a relevant discipline.
Experience:
3 - 5 years of experience working within a professional regulatory body or delegated administrative authority.
Experience supporting regulatory committees, panels, hearings, case management, or other formal decision-making processes.
Experience handling sensitive matters and communicating with a range of stakeholders in complex or challenging circumstances.
Current or previous registration in a regulated profession is a strong asset.
Legislative Interpretation: Able to read, understand and apply legislation, regulations, by-laws, policies and procedural requirements accurately.
Regulatory Knowledge: An understanding of professional regulation, including registration, certification, quality assurance, investigations, complaints, discipline, capacity, professional standards or continuing professional development, is an asset.
Administrative Law Knowledge: Familiarity with concepts such as procedural fairness, burden and standard of proof, adjudicative processes, rules of procedure, judicial review and standards of review is an asset.
Regulatory Governance: Familiarity with the delegation and exercise of statutory powers, rulemaking, fiduciary responsibilities and the roles of regulatory stakeholders is an asset.
Judgment and Integrity: Able to assess situations, determine the appropriate rule or process, provide accurate information, and recognize when a matter requires escalation. Demonstrates objectivity, impartiality and the courage to do the right thing, including when a decision may be difficult or unpopular.
Communication: Strong and careful written and verbal communication skills, with the ability to explain regulatory processes clearly and interact tactfully with challenging individuals.
Organization and Resilience: Able to manage complex projects, high workloads, recurring administrative requirements and competing deadlines while maintaining accuracy, patience and composure.
Public Interest Focus: A strong belief in the value of professional regulation and a personal commitment to promoting and protecting public interest.
