Manager, Capital Cost Management (HaLRT) (Toronto)

Location: 100 King St W, Hamilton, Ontario.
Responsibilities Manages and leads continuous financial reporting with accurate and timely information of budget, commitments, forecast, trends, variances, progress, performance, risk and opportunity, contingency, and cash flow.
Conducts ongoing analysis of project risks during execution, working closely with PMO Leads to optimize contingency strategies.
Develops and establishes financial and performance metrics, reports on and presents performance measures and financial information to senior management and Metrolinx Finance services on all capital projects, addressing issues, discrepancies and potential risks.
Develops, streamlines, implements, and maintains data sources and analytics systems—including dashboards—for use in analysis, reporting, and forecasting.
Develops, implements, and maintains project cost control systems, operational procedures and reporting systems to control the flow of funds for capital projects in accordance with Metrolinx financial policies and procedures.
Monitors costs against approved budgets, schedules, and contractual deliverables within and across large, mission‑critical projects.
Monitors the statistical and trend analysis of contracts and their payouts.
Leads the review and audit of non‑contract costs, labour and expense reports, and submits adjustments to corporate Finance to ensure complete and accurate information.
Provides advice to PMO Leads and embedded cost controllers in all matters related to cost control systems and procedures to achieve on‑time and on‑budget goals.
Provides leadership oversight and direction to one direct staff member and the project team—defining roles, responsibilities, and expectations; delivering timely feedback; managing staff; monitoring performance objectives; and implementing action plans to address performance gaps.
Leads the provision of financial analysis, expertise, and advice to senior management and project teams regarding project expenses and fiscal matters throughout the lifecycle of large, multi‑concurrent, multi‑billion‑dollar infrastructure projects.
Qualifications Completion of a degree in Business Administration, Accounting or a related discipline, or a combination of education, training and experience deemed equivalent.
Demonstrated experience leading cost‑management processes in large, complex, multi‑billion‑dollar, multi‑project construction and infrastructure environments.
Exposure to different delivery models—including Alliance, Progressive Design Build and Construction Management at Risk.
A recognised accounting designation (CPA/CA/CMA/CGA) is considered an asset.
Knowledge of Human Resources legislation and experience applying collective‑agreement provisions when managing employees and contractors.
Knowledge and experience in accounting, financial analysis, controllership, risk management and reporting in large, complex, multi‑billion‑dollar construction and infrastructure projects.
Influencing skills to convince senior management, colleagues, clients and vendors to adhere to financial and cost‑control processes.
Analytical and problem‑solving skills to conduct complex, comprehensive financial analysis and evaluate financial reporting activities, identifying contentious issues that expose Metrolinx to risk and recommending appropriate options.
Experience with governance, quality‑management systems and risk‑mitigation strategies, using a risk‑assessment lens to address risks, issues and accounting implications for the project baseline.
Proficiency in MS Office and other financial software tools and applications for documenting and illustrating financial standing and recommendations.
Experience with project‑management and cost‑management systems (Ecosys, Unifier, Primavera P6) is an asset.
Interpersonal, oral, written and presentation skills to represent the Capital Finance Division in dealing with financial payment and invoice inquiries, resolving problems, managing vendor relationships, and updating financial controls, policies and procedures.
