Canada Enterprise Emergency Funding Corp. (CEEFC) is a subsidiary of Canada Development Investment Corp. (CDEV) established in 2020 and whose mandate is to administer the Large Employer Emergency Financing Facility (LEEFF) and the Large Employer Tariff Loan (LETL) facility since March 2025.
CEEFC was originally tasked with launching and administering the LEEFF program in response to the economic impact of the COVID-19 pandemic. LEEFF made emergency loans available to Canada’s large employers that were unable to access traditional sources of capital at the time to keep them solvent and to support retention of tens of thousands of Canadian workers. LEEFF stopped taking new applications in 2022.
In March 2025, CEEFC was mandated to establish and administer the LETL facility to support large Canadian enterprises affected by actual and potential new tariffs and countermeasures and which face challenges accessing traditional sources of market financing.
CEEFC’s loan programs protect Canadian jobs and the Canadian economy by helping Canadian businesses remain solvent in times of significant economic shock. Loans provided under these programs are intended for otherwise viable large organizations that are unable to quickly access traditional sources of capital to manage and bridge liquidity needs through a period of significant economic uncertainty.

Overview
CEEFC is hiring a Senior Financial Analyst professional to join its nimble team of highly experienced professionals. The Senior Financial Analyst will report to the CFO and collaborate with various parties to ensure accurate and timely financial reporting. As an integral part of the team, you will be responsible for a wide range of accounting functions and will play an important role in supporting CEEFC’S mission and vision.
The preferred work location is Toronto or Ottawa, where CDEV offices offer a hybrid work option; however, highly qualified candidates located elsewhere in Canada may also be considered.
Key Responsibilities
- Manage and support CEEFC’s accounting operations, including monthly and quarterly financial close processes, accounts payable and receivable, and general ledger activities.
- Assist in the preparation of timely, accurate quarterly and annual financial statements in accordance with IFRS and PSAS.
- Prepare, review, and maintain account reconciliations, variance analysis, and expense reviews to support accurate financial reporting.
- Manage the invoicing process for related parties, including the preparation and issuance of quarterly interest invoices to borrowers and monitoring timely receipt of payments.
- Liaise with Joint Auditors during interim reviews and year-end audits, including the coordination of audit deliverables and responses to audit inquiries.
- Support the annual budgeting, forecasting, and financial planning processes.
- Coordinate with subsidiaries and internal stakeholders during critical reporting periods (quarter-end, year-end, forecast, and budget cycles) to compile and validate financial information.
- Ensure compliance with applicable accounting standards, regulatory requirements, internal financial controls, and CEEFC policies and procedures.
- Assist with regulatory and corporate reporting requirements as applicable.
- Provide additional finance and administrative support as required to support CEEFC’s operations.
Key Skills and Attributes
- Diploma/bachelor’s degree in accounting, finance, business administration or similar field.
- CPA designation, with strong technical accounting knowledge and sound professional judgment.
- 3+ years of progressive accounting experience in a national accounting firm and/or similar experience in industry.
- Excellent attention to detail.
- Strong communication skills, both verbal and written.
- Sound relationship management and interpersonal skills.
- Strong time-management, planning and organization skills.
- Ability to work in a deadline driven, fast-paced environment.
- Advanced proficiency in Microsoft Excel, Word and accounting software.
- Strong technical and analytical skills, good judgment.
- Extensive knowledge of IFRS accounting practices and procedures, financial principles and concepts.

LaCFUEC est à la recherche d’une personne pour occuper un poste d’analyste financier principal et se joindre à son équipe agile de professionnels chevronnés. Principales responsabilités
- Gérer et soutenir les opérations comptables de la CFUEC, y compris les processus de clôture mensuelle et trimestrielle des comptes, les comptes créditeurs et débiteurs ainsi que les activités liées au grand livre général.
- Contribuer à la préparation d’états financiers trimestriels et annuels précis et dans les délais voulus conformément aux normes IFRS et aux NCSP.
- Préparer, réviser et tenir à jour les rapprochements de comptes, les analyses des écarts et les examens des dépenses afin d’assurer l’exactitude des rapports financiers.
- Gérer le processus de facturation aux parties liées, par exemple la préparation et l’émission de factures d’intérêts trimestrielles aux emprunteurs, et s’assurer de la réception des paiements en temps voulu.
- Assurer la liaison avec les coauditeurs lors des examens intermédiaires et des audits de fin d’année, y compris la coordination des livrables d’audit et les réponses aux demandes de renseignements lors des audits.
- Contribuer aux processus annuels d’établissement du budget, de prévision et de planification financière.
- Assurer la coordination avec les filiales et les parties prenantes internes pendant les périodes critiques de production de rapports (fin de trimestre, fin d’exercice, prévisions et cycles budgétaires) afin de compiler et de valider les informations financières.
- Veiller au respect des normes comptables applicables, des exigences réglementaires, des contrôles financiers internes et des politiques et procédures de la CFUEC.
- Contribuer au respect des exigences réglementaires et de l’entreprise en matière de rapports, le cas échéant.
- Fournir un soutien supplémentaire en matière de finance et d’administration, selon les besoins, pour appuyer les activités de la CFUEC.
Compétences et attributs clés
- Diplôme ou baccalauréat en comptabilité, en finances, en administration des affaires ou dans un domaine similaire.
- Titre de CPA, avec de solides connaissances techniques en comptabilité et un jugement professionnel éclairé.
- Troisans ou plus d’expérience comptable progressive dans un cabinet comptable national ou une expérience similaire dans le secteur.
- Excellent souci du détail.
