Full Time Contract Inclusion Quality Coordinator

Children and Youth Services requires one (1) Full Time Contract Inclusion Quality Coordinator. The length of this contract is twelve (12) months.

Promoting Bethesdas Vision Mission and Values the Inclusion Quality Coordinator (IQC) plays a key role within the Niagara Regions new Inclusion Resource Services Model (IRSM). IQCs ensure that children and families are at the centre of service delivery supporting early learning and child care programs to be inclusive equitable and high-quality.

Working in collaboration with educators families Community Pedagogical Advisors (CPA) and community agencies IQCs build capacity strengthen relationships and ensure continuity of services. Using a tiered service model IQCs provide coaching mentoring and direct support to educators and families advancing a shared vision of inclusion and quality that is grounded in the How Does Learning Happen curriculum.

Key Responsibilities:

1. Keep children and families at the centre of service delivery

• Build trusting natural relationships with families and educators ensuring continuity of services and a strong sense of belonging for every child.
• Engage families as active partners and co-learners respecting their voices perspectives and expertise.

2. Promote inclusion equity and anti-oppressive practice

• Embed DEI Truth and Reconciliation and Anti-Racist Anti- Oppression principles into all interactions programming and documentation.
• Contribute to the co-creation of a clear definition of quality inclusion that is meaningful to families educators and children reflecting both special needs and DEI.

3. Deliver a consistent high-quality tiered service model

• Implement Tier 1 (classroom/program-level) Tier 2 (targeted children or groups) and Tier 3 (complex needs requiring wraparound supports) services.
• Collaborate with families CPAs educators and community agencies to ensure equitable consistent and efficient supports across some licensed child care centres and all licensed home child care settings.
• Participate in case conferences and coordinate wraparound services for children with complex needs.

4. Build educator and family capacity (cornerstone of the model)

• Coach and mentor educators in-program modelling strength-based inclusion strategies and reflective practice.
• Identify gaps in educator knowledge or skills and inform annual holistic professional learning plans developed jointly by the two IRSM agencies and CPAs.
• Facilitate and/or co-develop training for families and educators on inclusion DEI and child development.
• Provide families with learning opportunities and offer the option to observe in-program coaching and modelling sessions.

5. Foster collaboration and natural relationships

• Strengthen partnerships with families educators CPAs and community agencies to create a seamless and coordinated support network.
• Contribute to consistent service standards and practices across all programs and agencies reducing duplication and gaps.
• Attend community meetings and system-level planning tables to address emerging issues and ensure alignment with Niagara Region Childrens Services priorities.

6. Maximize direct support minimize administrative burden

• Dedicate at least 80% of time to direct service delivery (e.g. in-program modelling and coaching family engagement observation).
• Maintain accurate timely documentation using asset-based non-deficit language in all records ISPs and communication.

7. Support system accountability and continuous quality improvement

• Collect and analyze service data (e.g. access outcomes and trends) to inform continuous improvement and system-level reporting.
• Participate in file audits compliance reviews and quality measurement processes
• Provide feedback on systemic challenges and emerging needs to CPAs and the Community Pedagogical and Quality Program Manager.
• Engage in reflective supervision every 46 weeks to review practice strengthen skills and ensure accountability.

QUALIFICATIONS

• Diploma or degree in Early Childhood Education (ECE) with a current RECE designation in good standing with the College.
• Resource Consultant certification or other relevant post-secondary education is preferred.
• 5 years experience supporting children and families with Autism Spectrum Disorders developmental delays and/or other exceptionalities
• Strong understanding of child development inclusive pedagogy and the Ontario Child Care framework.
• In-depth knowledge of developmental milestones
• Strong communication problem solving conflict resolution and solution focused skills
• Family centered approach
• Knowledge of Niagara Regions early years service system and community programs and resources.
• Knowledge and experience using Applied Behaviour Analysis principles is an asset
• Professional Communication skills: professionally represents the company through strong communication skills both oral and written
• Multi-Disciplinary teamwork: excels at working with others building trusting relationships and communicating with a team to provide the most effective support to clients
• Problem-Solving: able to navigate challenges and barriers always looks for potential risks to help mitigate problems ahead of time and knows when to ask for help
• Proactive: anticipates and solves problems and issues before they are brought to your attention.
• Knowledge and experience applying How Does Learning Happen (HDLH) in early years and child care settings.
• Demonstrated ability to embed DEI Truth and Reconciliation and Anti-Racist Anti- Oppression principles into practice.
• Skilled in coaching mentoring and facilitating professional learning for educators and families.
• Experience supporting children with complex needs through tiered service delivery and individualized planning through a trauma informed approach.
• Strong data literacy skills with the ability to collect analyze and use evidence to inform practice.
• Ability to work collaboratively across agencies and independently manage a caseload across multiple sites in the Niagara Region.
• Proficient with Microsoft Office
• Experience with Learning Management Systems (LMS)
• Valid Drivers License and access to a reliable vehicle.
• First Aid Training and CPR Certification
• Nonviolent Crisis Intervention certified
• Fluent in French is an asset
