Hybrid Job
This job offers the opportunity to work from home as part of a hybrid work arrangement. The arrangement allows you to work some days at a TCHC work location and the rest from home. The amount of time required at a TCHC work location is flexible, considering operational and service delivery requirements.
What You’ll Do
Strategic Planning
- Manage the corporate strategic planning process that supports the objectives and strategic positioning of Toronto Community Housing
- Engage with key stakeholders—TCHC staff and leadership, the Board, tenants, the City of Toronto and community partners—to ensure alignment with strategic objectives
- Provide advice for the Executive Leadership Team on achieving strategic goals through the annual business process
- Develop metrics and KPIs to monitor the effectiveness of strategic initiatives
- Collaborate with multiple business units to develop and implement the strategic plan, creating understanding, buy-in, work plans, KPIs and measurements and supporting change management
- Lead quarterly and annual progress reporting to the Executive Leadership Team and the Board of Directors about the strategic plan and key strategic initiatives
- Manage the procurement process and vendor relationships supporting strategic planning initiatives
Policy Framework
- Oversee the enterprise policy management framework and policy review process in alignment with legal, regulatory and organizational standards
- Ensure the corporation minimizes risk by leading an enterprise-wide approach to policy development and management
- Prioritize policies for review to ensure relevance and effectiveness
- Provide guidance to executives and monitor compliance with the accepted corporate approach to policy development
- Advise senior management and other divisions on policy matters
- Oversee major policy-related initiatives, including those of a potentially sensitive or contentious nature
- Ensure efficient management of departmental resources for policy-related activities
- Maintain the TCHC central policy repository
Relationship Management Office
- Lead the Relationship Management Office by acting as a central point of contact and streamlining communications with Toronto Seniors Housing Corporation (TSHC)
- Chair the TCHC-TSHC Joint Steering Committee meetings and prepare agendas and supporting documentation
- Work across divisions to resolve issues that have escalated between TCHC-TSHC by facilitating discussions and finding mutually acceptable solutions
- Collaborate with Legal Services on the creation, review, and renewal of contracts and agreements between the organizations
- Ensure compliance with contractual terms and conditions, managing any amendments or updates as needed
- Liaise with City of Toronto stakeholders in determining the future state of the agreement between the two corporations
- Coordinate joint initiatives and projects, including planning, execution and follow-up
- Identify and assess risks associated with the partnership and joint activities
- Develop risk mitigation strategies and contingency plans to address potential challenges
Strategic Projects
- Provide project management leadership to special projects of strategic value to the corporation
- Ensure each project supports TCHC’s broader strategy and contributes to the organization’s long-term goals
- Identify resource needs and work with other divisions to secure required resources, including through development of business cases
- Oversee day-to-day execution of projects, ensuring they are completed on time and to required quality standardManage project timelines, deliverables and milestones to ensure successful delivery
- Collaborate across divisions and business units to gather required inputs to determine options and make recommendations to the Executive Leadership Team or the Board of Directors
- Oversee analysis of large amounts of complex information to support evidence-based decision-making
- Prepare and present briefing notes and reports for the Executive Leadership Team and the Board
- Ensure all project documentation is accurate, up-to-date and accessible
- Leverage project insights to inform TCHC’s strategic direction and decision-making
Leadership
- Provide leadership and effective management of staff, setting appropriate context, building a positive and productive team, managing performance, and resolving compliance issues to ensure adherence to TCHC policies and controls
- Take charge and provide direction
- Stay apprised of best practices in project management to support staff development
- Develop and execute progressive performance plans within the team as needed
- Adhere to established People and Culture policies and procedures, including collective agreements
- Promote the Toronto Community Housing Culture Model within the unit
What You’ll Need
- Post-secondary education in Public or Business Administration or another relevant field (e.g., Commerce, Law, Social Policy)
- Master’s level education in the fields above is preferred
- Minimum of 5-7 years in a strategic planning or policy development role
- Minimum of 3 years in a people-leadership role in strategic planning or policy development
- Strong experience managing up to 5 direct reports
- Strong written and verbal communication skills
