We are seeking an experienced Senior Project Manager/Leader to provide senior functional leadership, project coordination, and technical direction across large-scale enterprise HR and Payroll software solutions. In this role, you will lead functional and quality assurance teams through the complete analysis, design, configuration, and testing lifecycle for core PeopleSoft HCM modules. Leveraging deep functional knowledge of HR, payroll, benefits, and onboarding workflows, you will drive operational efficiencies, oversee PUM and PeopleTools upgrades, and guide testing streams—including parallel payroll and user acceptance testing—to deliver high-performing, user-centric enterprise platforms.

Location: Toronto, ON (Fully Onsite – 5 days/week required)

Duration: 9-month contract.

Responsibilities
Project Leadership & Advisory: Provide senior functional leadership and project coordination across business, technical, and quality assurance streams to drive project goals efficiently.

PeopleSoft HCM Functional Design: Lead functional teams in analyzing requirements, configuring modules, and designing solutions for PeopleSoft HCM 9.2+ applications, Fluid UI transitions, onboarding, benefits enrollment, and life event management.

Testing Oversight & Quality Assurance: Lead multi-phase testing efforts—including functional, system integration, load, performance, user acceptance (UAT), and parallel payroll testing—while maintaining defect tracking and QA frameworks.

Upgrades & Solution Enhancements: Direct testing and configuration activities for technical upgrades, including PeopleTools, PUM image updates, and new feature implementations.

Team & Resource Management: Guide, mentor, and coordinate functional analysts, system leads, and fee-for-service consultants throughout the project lifecycle.

Process Optimization & Issue Resolution: Analyze, evaluate, and prioritize potential system issues, identifying opportunities to improve module configuration, test coverage, and quality assurance processes.

Qualifications
Functional Leadership Seniority: Minimum 5+ years of experience as a Functional Lead managing cross-functional teams in analysis, design, and configuration across the full project lifecycle (Strictly Required).

QA & Testing Seniority: Minimum 5+ years of dedicated Quality Assurance experience, including leading functional, system integration, UAT, load, performance, and parallel payroll testing (Strictly Required).

PeopleSoft HCM 9.2+ Expertise: Significant functional knowledge of Human Resources and Payroll business functions within PeopleSoft 9.2+ HCM environments, including Fluid UI, PUM upgrades, onboarding, benefits enrollment, and life event management (Strictly Required).

Defect Lifecycle Management: Proven experience applying quality assurance principles, structured test methodologies, and defect tracking tools to analyze and prioritize issues (Strictly Required).

Nice-to-Have Assets:
Functional expertise leading analysis, design, configuration, or testing for enterprise HR/Payroll systems within public sector environments.

Practical understanding of Project Management Institute (PMI/PMBOK) guidelines, Information Management policies, or Accessibility standards (AODA/WCAG).
