We are seeking a highly experienced Senior Project Manager/Leader to direct large-scale, complex, and high-profile digital transformation initiatives. In this role, you will guide digital solutions through progressive lifecycle stages—from initial concept and discovery through design, prototyping, implementation, and go-live. Working closely with executive leadership, multidisciplinary business teams, and vendor partners, you will manage project financials, govern scope and schedules, lead vendor deliverables, and facilitate strategic stakeholder consultations to ensure successful project outcomes.

Location: Toronto, ON (Hybrid – 3 to 4 days/week onsite)

Duration: 10-month contract.

Responsibilities
End-to-End Project Leadership: Lead and oversee complex, multidisciplinary digital initiatives through progressive delivery stages, including Concept, Discovery, Design, Prototype, Implementation, and Go-Live.

Scope, Schedule & Financial Management: Manage overall project scope, detailed schedules, resource allocations, project budgets, and complete IRAD (Issues, Risks, Actions, Decisions) tracking structures.

Vendor & Procurement Management: Author procurement artifacts (RFS, SOWs) and actively manage vendor partners to ensure deliverables are completed on-time, within budget, and aligned with client expectations.

Governance & Executive Reporting: Manage project governance committees (steering groups, gating checkpoints), create executive dashboards, and deliver briefings, business cases, and status reports to senior leadership.

Stakeholder Facilitation & Consensus Building: Facilitate cross-functional stakeholder consultations, negotiate alignment across diverse working groups, and build strong relationships between business and technical partners.

Change Management & Organizational Readiness: Execute change management strategies to overcome resistance, drive adoption, and support business process transformations across impact areas.

Digital Standards Compliance: Coordinate digital assessment frameworks, service design journey mapping, and privacy/architecture gating reviews across project streams.

Qualifications
Senior Project Management Expertise: Minimum 10+ years of senior project management experience leading large, complex, and high-profile multidisciplinary projects with strong scope, budget, schedule, and IRAD management skills (Strictly Required).

Digital Initiative Lifecycle Leadership: Proven track record leading digital initiatives from concept through progressive stages: Concept, Discovery, Design, Prototype, Implementation, and Go-Live (Strictly Required).

Stakeholder Facilitation & Consensus: Demonstrated experience leading stakeholder consultations, consensus building, negotiation, and change management strategies to drive alignment (Strictly Required).

Political Acuity & Partnership: Strong political acuity to collaborate with executive leadership, share information, and facilitate partnerships between technical teams and business stakeholders (Strictly Required).

Vendor Delivery Management: Proven experience managing vendor teams, tracking milestone deliverables, enforcing SOW policies, and ensuring on-scope, quality vendor completion (Strictly Required).

Nice-to-Have Assets:
Formal project management training or certifications (PMP, Agile, Scrum).

Prior experience managing complex IT or digital transformation initiatives within public sector environments.
