We are seeking a highly experienced Senior Project Manager/Leader to drive the maturation and standardization of enterprise release management practices, change management processes, and service delivery frameworks. In this strategic role, you will assess current-state deployment practices across diverse business and technology units, identify operational gaps, and design robust future-state governance frameworks. Working closely with project leads, DevOps engineers, and operational teams, you will establish unified release calendars, streamline deployment pipelines, and implement performance metrics to ensure transparent, reliable, and compliant service delivery.

Responsibilities
Release Governance Frameworks: Design, operationalize, and maintain a standardized enterprise Release Management framework, including governance models, operating procedures, roles, and responsibilities.

Current-State Assessment & Process Improvement: Evaluate existing release and deployment practices across multiple teams, identify operational bottlenecks, and implement practical recommendations for process standardization and continuous improvement.

Release Planning & Dependency Management: Establish enterprise release calendars, coordinate release schedules, manage cross-functional project dependencies, and lead risk assessments and deployment readiness reviews.

Stakeholder Facilitation & Alignment: Facilitate workshops and consensus-building sessions with project managers, product leads, operations, and infrastructure teams to align release activities across Agile, DevOps, and Waterfall delivery streams.

Metrics & Performance Reporting: Define, track, and implement release performance metrics, executive dashboards, and operational reporting frameworks to measure process compliance and service quality.

Artifact & Template Engineering: Author and maintain release management artifacts, including intake forms, release plans, deployment checklists, and governance runbooks.

Organizational Training & Enablement: Develop training materials, knowledge-transfer documentation, and guidance to support organizational adoption of standardized service management practices.

Qualifications
Service Management Seniority: Minimum 10+ years of progressive experience in IT Service Management, Release Management, Change Management, Project Delivery, or related disciplines (Strictly Required).

Governance Framework Development: Demonstrated experience developing enterprise-wide governance frameworks, operating models, standards, and service management processes (Strictly Required).

Release Practice Maturation: Proven track record establishing or maturing Release Management practices within large, complex public-sector or enterprise environments (Strictly Required).

Process Standardization & Gap Analysis: Strong capability to analyze complex technology delivery lifecycles, identify operational gaps, and execute continuous improvement strategies (Strictly Required).

Delivery Lifecycles & Tooling: Deep understanding of software development lifecycles (DevOps, CI/CD, Agile, Hybrid) and practical experience with platforms such as ServiceNow, Jira, or Azure DevOps (Strictly Required).

Educational Background: Bachelor’s degree in Computer Science, Information Technology, or a related field.

Nice-to-Have Assets:
Prior experience establishing service management governance within public-sector environments.

ITIL certifications or formal training in Service Management best practices.
