Brief Overview

The Métis Nation–Saskatchewan (MN–S) is the government representing Métis citizens across Saskatchewan. The MN–S Ministry of Health, Mental Health & Addictions is responsible for improving the health, well-being, and access to culturally informed services for Métis citizens throughout the province.

Under the supervision of the Director of Health, Mental Health and Addictions, the Health Promotion Manager will provide direct support to the Health Department to help carry out the department’s objectives and activities. This includes supporting departmental programs (such as Canada Tobacco, CPAC, Hardy Settlement and Oral Health Access Fund), health promotion initiatives led by Métis Nation–Saskatchewan, as well as supporting research partnerships with external partners. The Health Program Manager provides leadership and operational management across the Ministry and is responsible for effective service delivery, program coordination, team leadership, relationship building, and continuous improvement of programs and related health initiatives.

Key Responsibilities

Program & Service Delivery Leadership

• Lead day‑to‑day management and operations of the Health Promotion staff and health promotion initiatives and programming, including Hardy Settlement (Federal Indian Hospital Settlement), Oral Health Fund, Canadian Tobacco Strategy and Canadian Partnership Against Cancer.
• Develop, implement, and update , health promotion initiatives, and program workplans, including quarterly budget forecasts.
• Provide leadership, coaching, and direction to team members.
• Address complex client concerns and support resolution of issues as needed.
• Ensure program files, documentation, and records comply with Ministry protocols and confidentiality requirements.
• Prepare and submit monthly and annual program statistics and financial reports.

Community Engagement & Stakeholder Relations

• Build and maintain strong relationships with accommodation providers, healthcare providers, and external partners to support Métis citizens accessing necessary medical care.
• Attend and actively participate in health steering committees and collaborative planning tables to promote Métis health priorities, influence health system planning, and to improve health outcomes for Métis citizens.
• Maintains awareness and understanding of community engagement, social determinants of health, public health trends, and patient-oriented research approaches.
• Supports the department in engaging with regional representative and Métis communities regarding their specific health and well-being issues and readiness (e.g., smoking cessation, alcohol moderation, nutrition, etc.)
• Support Métis community engagement planning, evaluation, and development of engagement tools.
• Represent the Ministry professionally in all interactions with partners, stakeholders, and community organizations.

Operational Coordination & Communications

• Provide operational coordination across the Ministry’s programs and health initiatives.
• Draft briefing notes, posters, communications, and educational materials for health programs and services.
• Interpret and communicate program information effectively to internal and external audiences.
• Support the review and updating of program intake forms and documentation for Métis citizens.

Strategic Planning & Funding

• Participate in strategic planning, evaluation, and continuous improvement initiatives across the Ministry.
• Support the development, implementation an ongoing evaluation of Métis-specific health promotion strategies, programs and initiatives.
• Identify and pursue funding opportunities to the support Ministry of Health Mental Health and Addictions.
• Support knowledge exchange with other Métis Nations and jurisdictions.

Financial & Administrative Management

• Monitor and manage program budgets to ensure expenditures align with approved allocations.
• Maintain accurate data, records, financial tracking, and reporting for and related programs.
• Assist with budget coordination and oversight for community engagement activities.
• Participate in meetings, interviews, and committees relevant to applicable programs and other Ministry initiatives.
• Perform other related duties as assigned.

Knowledge And Skills

• Knowledge of Métis culture
• Excellent qualitative research, analytical, problem-solving and strategic planning skills
• Knowledge of models of Indigenous health trends, governance, and issues facing Metis or Indigenous peoples in Canada
• Strong communication skills including speaking, writing, and active listening skills
• Strong computer skills (including Microsoft Word, Excel, database software, Microsoft Outlook)
• Strong time-management skills along with the ability to prioritize daily tasks, organizational skills, and effective decision-making abilities
• Willingness to work within a team environment

Qualifications

• Post-secondary education or relevant experience in Community health, public health, social sciences, research, Indigenous studies and/or a relevant field.
• Minimum 3-5 years' experience working in research setting and/or working with Indigenous communities.
• An equivalent combination of education and/or experience may be considered, if it directly relates to the essential duties and responsibilities.

• Valid Saskatchewan driver’s license and access reliable transportation
• The Travel requirement for this position is 15%
