POSITION SUMMARY

The OYEP National Operations Manager is a senior national leadership role within RHS and a member of the RHS management team. Reporting to a Regional Operations Director, this position is accountable for translating OYEP strategy into safe, consistent, high-quality operations across Canada. The role leads the Regional Operations Managers, represents OYEP with employees, clients, Indigenous communities and partners, and ensures that program commitments, partner goals, safety requirements, service standards, and approved budgets are achieved.

ROLE MANDATE

This is the stakeholder-facing and employee-facing leadership role. It owns operational execution and people leadership, while partnering closely with the Program Enablement, Finance and Compliance Manager, who owns the financial control, funding, reporting, governance, and compliance framework.

SPECIFIC ACCOUNTABILITIES

National Strategy and Operational Leadership

• Support OYEP strategy development and operation
• Lead Regional Operations Managers to achieve operational goals
• Monitor performance, manage risks, and drive continuous improvement
• Align program delivery with youth, community, partner, and labour market needs
• Coordinate national resources, scheduling, mobilization, and program readiness

People Leadership

• Provide direct leadership, coaching, mentorship, and performance management to Regional Operations Managers and national operations support roles
• Establish clear expectations and operating rhythms, including regular performance reviews, planning meetings, field follow-up, and completion tracking
• Guide workforce planning, recruitment, onboarding, training, succession planning, and development for OYEP operational teams
• Build a respectful, inclusive, collaborative, and high-performing culture
• Hold leaders accountable

Partner, Client and Community Relationships

• Represent OYEP and partner organizations with communities and stakeholders
• Build and maintain relationships with Indigenous communities
• Lead stakeholder engagement, communications, and issue resolution
• Represent OYEP at community and industry events
• Ensure partner commitments are achievable, funded, and delivered

Budget Execution and Operational Performance

• Contribute operational plans and staffing needs for budgets and forecasts
• Guide program delivery and address budget or performance issues
• Review regular financial and operational performance information
• Oversee operational and spending decisions
• Provide accurate data for reports, forecasts, invoices, audits, and updates

Safety, Quality and Operational Risk

• Champion a strong safety culture and compliance
• Ensure alignment with Dexterra HSE standards
• Provide required training, onboarding, and supervision
• Ensure use of approved safety systems and programs
• Lead incident management and continuous improvement
• Escalate safety, operational, and business risks promptly

Growth, Communications and Program Impact

• Expand partnerships and program impact
• Support funding, business development, and workforce initiatives
• Deliver engaging presentations that advance OYEP objectives
• Provide timely, accurate outcome reports
• Support Indigenous recruitment, retention, and workforce development

Qualifications

QUALIFICATIONS

Education and Experience

• Post-secondary education or equivalent experience in a related field
• 5+ years of leadership experience in operations, workforce development, or community programs
• Experience leading remote and multi-site teams
• Proven success managing budgets, performance, and partner commitments
• Experience working with Indigenous communities and organizations preferred
• Strong stakeholder, partner, and public engagement experience

WORKING CONDITIONS

• Office-based or hybrid work environment with flexible scheduling requirements.
• Regular travel across Canada to Indigenous communities, program locations, partner and client meetings, conferences, and events.
• Occasional evening and weekend work may be required to meet program and stakeholder needs.
• Safety is a condition of employment; all required training, travel, and compliance requirements must be maintained.
