Striving towards making Toronto one of the most sustainable cities in the world, Environment Climate and Forestry (ECF) facilitatesthe development of corporate and community-wide environmental and climate policies and programs guided by the TransformTONet Zero Strategy. ECF also plays a key role in enhancing the city's resilience to climate-related risks and impacts. 

Corporate Transformation unit within ECF supports City of Toronto divisions, agencies, and corporations (DACs)through the development, implementation, and on-going sustainment of their net zero carbon asset transition plans by providing subject matter expertise, strategic oversight, and operational guidance related to the City's TransformTONet Zero Strategy. This includes helping to prioritize investment in climate action through the annual carbon budgets and five-year emissions budget, applying change management best practices to support Net Zero adoption, and reporting on key performance targets. 

Reporting to the ProgramManager, Corporate Fleet and Public EV Assets, the Project Lead will play an important rolein advancing the City's climate and sustainability objectives. This position will lead and support a range of strategic initiatives designed to accelerate the transition to a low-carbon, resilient future.  

Major Responsibilities: 

• Support City’s approach to public EV charging implementation and oversight. 

• Provide subject matter expertise, strategic oversight, and operational guidance aligned with the City's TransformTO Net Zero Strategy. 

• Undertake program evaluations including tracking and quantifying program impacts, and make recommendations for ongoing program enhancements. 

• Support City Fleets transition to sustainable, resilient, net-zero operations by 2040. 

• Collect, analyze, evaluate and interpret data and reports to evaluate and assess program performance and develop recommendations for program improvements and sustainment. 

• Contribute to policy development aimed at phasing out fossil fuels in City operations and promoting sustainable procurement practices and sustainability standards. 

• Support the creation of a communications strategy to embed net-zero, resilience and other climate and sustainability considerations into Council reports and across City operations. 

• Conduct research into assigned areas, including working with confidential information related to policy, staffing, job roles and budgetary changes and produce reports that consider developments within the field, City policies and practices, legislation and initiatives by other municipalities, levels of government and organizations, and emerging research and evidence-based advice from the academic community, along with corporate policies, practices, and legislation. 

• Participate in the Division's and Unit's program planning process and ensure effective relationships with internal and external stakeholders. 

• Prepare comprehensive work plans in coordination with all relevant internal and external partners. 

• Collaborate with project team members, support staff and trainees, ensuring effective teamwork, communication and high standards of work quality to advance the Division's initiatives in a multifaceted and cohesive workplace. 

• Prepare reports and status updates for the senior management team, effectively translate data and information into non-technical reports providing meaningful insights for decision-makers. 

• Develop budget estimates, human resource estimates and future projections based on research and communication with multiple client groups. 

• Provides recommendations that contribute to City initiatives and the effective use of human assets and services that will lead to service efficiencies and optimization of resources. 

• Represent Corporate Transformation team on various committees and working groups. 

• Support the centralization of energy and emissions data of City building and fleet assets. 

• Assists in communicating information across the client and stakeholder groups. 

• Assists in the design, development, and facilitation of policies, procedures, and processes. 

• Assists with addressing day-to-day technical contract issues and problems before they may escalate to the level of contract breach. 

• Liaises with members of the public, internal and external stakeholders, and elected officials to address and resolve issues. 

Key Qualifications: 

Your application must describe your qualifications as they relate to: 

1. Post-secondary education in Environmental Studies, Public Administration/Policy, Engineering, Applied Sciences, Urban Planning or a relevant discipline or equivalent combination of education and/or experience. 

1. Experience with electric vehicle charging and fleet decarbonization programs delivery that involve multiple stakeholders. 

1. Experience in handling multiple and diverse projects from inception through implementation with minimal directions, and the ability to initiate, coordinate and manage the implementation of creative solutions. 

1. Exceptional communication skills (oral and written) that include excellent report writing, briefing material preparation and strong presentation skills for small and large groups, in person and in an online setting. 

1. Strong interpersonal and relationship building and management skills. 

1. Experience in the design and delivery of stakeholder engagement and consultation programs. An environment and climate policy focus would be considered an asset. 

1. Extensive experience in conducting research, analysis, interpreting large volumes of data, summarizing findings and creating presentations. 

1. Advanced knowledge and experience with a variety of software packages including Microsoft Suite (e.g. Word, PowerPoint, Project, and Visio, including advanced level in Excel) and GIS mapping. 

1. Advanced knowledge in drafting and presenting reports and recommendations to senior level management.  

1. Knowledge of the City of Toronto government structure, policies and decision-making processes is an asset.
