Job Description
Reporting to the Senior Project Manager, Architecture & Business Engagement team of Toronto Water Integrated Technology Management Unit, the Business Systems Consultant & Architect will lead the planning, design or re-design, and implementation of IT solutions. As a key member of project teams comprising staff, vendors and/or consultants, this role is responsible for accurate and efficient business systems architecture reviews, support, requirements collection and analysis, and design holistic solutions encompassing software, infrastructure and related management policies within the Division. The objectives are to improve and enhance client experience and optimize the use of technology across the Division.

Having delivered projects from start to end, work with managers/supervisors to:

• Shape and define projects through the development of timely artifacts, including the preparation of planning materials, work plans, reports, briefing notes, and presentations.
• Conduct research and analysis, bringing conclusions forward to the client/stakeholders for strategic discussion, or to contribute to the development and implementation of technology solutions.

Major Responsibilities:

• Lead and provide guidance to staff and teams on best practices on future strategic goals. Provide specialized design services, technical advice, and expertise to support divisional units/service area/Corporation.  Implement detailed plans and recommend policies/procedures regarding program specific requirements.
• Deals with confidential information affecting the Division and its resources. Prepares and presents reports to Manager and senior management supporting recommendations on changes/improvements in business process, training and services standards, including appropriate staffing levels and resource allocation.
• Participates in conducting varied assignments related to IT systems and infrastructure, within a broad field of Municipal IT systems architecture, setting standards & policy, infrastructure design, and implementation.
• Keeps abreast of new developments in IT infrastructure, architecture, development, integration, business intelligence, databases, data warehouse, cloud/on premises/hybrid infrastructure strategies, AI and related technologies.
• Provides IT business support, consultation, and coordination to all units within the Division. Resolves escalated issues.   Acts as key liaison between business units and IT teams, leads meetings and workshops with stakeholders to capture business requirements, and translates business needs into IT solutions.   Document, analyze, and optimize business processes, conduct system requirements engineering, data flow analysis, and workflows mapping.
• Able to discuss development and operational recommendations in clear non-technical terms.
• Conducts business and technical analysis to assess the Division's information requirements and evaluate existing and proposed systems modifications, including written and oral assessments of performance, cost benefit analysis, legislated requirements, maintenance, and optimization; and recommends changes accordingly.
• For assigned project, conduct initial assessment, requirements collection, feasibility study, business analysis, preliminary and detailed solution design, implementation, and evaluation of changes and projects.    Possess analytical and critical thinking skills to assess business priorities and needs.  Analyze and troubleshoot complex issues within applications, providing recommendations for long-term improvements.
• Develops and presents effective concepts, designs, templates, and reports to management, supporting recommendations on changes in technology solutions, business methods, and business processes.
• Recommends effective and efficient solutions by researching/analyzing current state system capabilities, performing environmental scans, defining technology solutions options/recommendations working closely with key technology partners, breaking down business requirements, and repacking them into detailed design specifications and solution options.
• Develops or contributes to technology solution and project artifacts, including product visions, use cases, use case models, data models, business plans, project plans, work breakdown, and supplementary specifications including screen mock-ups, report mock-ups, and business rules.
• Develops or contributes to various purchasing related artifacts including business cases, project charters, project plans, Request for Proposal (RFP), and Request for Quotation (RFQ) documents. Evaluates proposals and/or bids and makes recommendations for award of contracts.
• Coordinates related work between various stakeholders related to investigations, modifications, and improvements of IT systems for the Division.
• Works with City of Toronto staff, consultants and contractors during design, development and implementation stages to ensure quality design, delivery, control and compliance with the Division's technology goals and guidelines.
• Assists Team Leads, and other staff with management of projects and portfolios from inception to completion. Analyzes work performance of internal and external service providers with respect to quality, timeline, cost, and completion of required tasks. Provides work direction to work teams associated with projects.
• Tracks procedures and policy compliance associated with deliverables and contractual documentation.
• Conducts business and technical architecture development and reviews for on premises, Cloud, or hybrid systems. Apply various architectural frameworks and related concepts, provide input, support and set up architectural practices, technical standards, and policies.
• Supports the divisional architecture review process for technology changes by gathering, preparing, and validating documentation required for approval by various governance bodies, including Enterprise Architecture Review Board, Cyber Security Risk assessment, City Clerk’s Office Privacy Impact & Corporate Information Management assessment, or other boards or committees’ reviews.
• Provides leadership in technology initiatives, assesses business and technical design options, offers authoritative advice and guidance in all phases of the development methodology cycle to ensure cost-effective business solutions that improve program/service delivery. Supports onboarding and procurement of new systems.
• Performs data management tasks such as data governance, data stewardship, data quality management, architecture, and design of data related solutions such as business intelligence, data warehouse, or master data management.
• Create project reports, presentations, business cases, and systems documentation as required. Deliver presentations to development teams and client audiences as required.
• Develop and maintain documentation for configurations, processes, and procedures to support knowledge sharing and training initiatives.
• Quickly gain knowledge in new areas and become a productive contributor.

Partnership, Vendor & Relationship Management:

• Develop ongoing positive working relationships within Technology Services, as well as with client and partner Divisions. Foster collaboration and service excellence in cross-functional teams, and function as a trusted advisor to senior leadership across the organization.
• Build collaborative relationships with City stakeholders and senior management and assist them in recognizing where Technology Services can add value to, transform or support program operations.
• Foster and manage external partner relationships and manage large, complex contracts to deliver transformation programs and value for the City investments.

Key Qualifications:

Your application must describe your qualifications as they relate to:

1. Post-secondary education in Computer Science, Information Technology or a related discipline or the approved equivalent combination of education and/or experience.
2. Extensive experience as a principal architect for infrastructure and business applications.
3. Considerable experience with enterprise IT delivery, cybersecurity principles, compliance solutions, compliance reporting, audit preparation, and integrating cloud-based solutions into existing environments.
4. Considerable experience in the practical application security processes, standards, and methodologies, including secure architecture and design methodologies & techniques.
5. Considerable experience with large-scale rollouts of SaaS, on-premises, or hybrid solution, including architecture, design, data ingestion, role-based permissions, security, and integrations.
6. Considerable experience designing and implementing configurations, customizations, and integrations to meet business needs and improve operational efficiency in multiple SaaS solutions, on-premises, or hybrid solutions.
7. Ability to focus on Customer Experience, and Useability at the center of all solutions.
8. Demonstrated change management skills, including the ability to create concise & clear user guides, iterated on based on feedback loop.
9. Demonstrate strong teamwork, interpersonal, and collaboration skills in diverse environments.
10. Develop and maintain positive working relationships with clients, vendors, and cross-functional teams.
11. Provide effective communication, coaching, training, and user support for staff.
