We are seeking a highly accomplished, battle-tested Senior Project Manager/Leader to drive the strategic execution and full-lifecycle delivery of large-scale, complex, and high-profile Application Development initiatives. In this role, you will command end-to-end governance over comprehensive project schedules, multi-channel operational budgets, and cross-functional technical teams. Navigating sophisticated enterprise environments, you will blend advanced project management principles with practical Agile frameworks to manage complex stakeholder networks, mitigate implementation risks, and guide projects successfully through formal corporate gating and compliance checkpoints.

Responsibilities
Project Governance & Delivery: Lead the end-to-end planning, execution, and tracking of large, complex, and high-risk application development initiatives to ensure deliverables hit scope, budget, and timeline targets.

Agile Integration & Ceremony Facilitation: Guide technical squads using Agile and Scrum methodologies, taking direct accountability for running mandatory ceremonies including daily stand-ups, sprint planning, sprint reviews, and retrospectives.

Corporate Gating & Compliance: Navigate formalized corporate approval frameworks, successfully steering projects through structured gating checkpoints, architecture reviews, digital-first assessments, and privacy and security evaluations.

Financial Control & Budgeting: Formulate and manage complex project budgets built across multiple funding channels, maintaining tight fiscal controls, forecasting, cost monitoring, and reconciliation matrices.

Resource Management & Leadership: Source, onboard, and direct multi-disciplinary technical teams consisting of both internal staff and external consultants, clarifying performance expectations and resolving resourcing bottlenecks.

Risk Architecture & Mitigation: Proactively identify project dependencies, infrastructure risks, and single points of failure, formulating actionable mitigation playbooks and presenting strategic alternatives to senior executive boards.

Stakeholder & Change Enablement: Coordinate steering committees and multi-stakeholder forums to minimize friction, overcome resistance to change, and keep diverse functional divisions aligned from conceptual design through to project close-out.

Best Practice Promotion: Enforce established I&IT quality standards, configuration tracking patterns, and system delivery methodologies to ensure optimal resource utilization and robust software quality.

Qualifications
Core Project Seniority: Minimum of 10+ years of progressive professional experience operating as a Project Manager directly responsible for all aspects of complex, large-scale enterprise Application Development initiatives.

Agile & Scrum Expertise: Extensive hands-on experience orchestrating Agile software deliveries, specifically serving as a facilitator for core Scrum ceremonies and iterative development backlogs.

Enterprise Governance Literacy: Proven success managing formalized corporate approvals, project gating workflows, architectural checkpoints, and corporate digital assessments.

Security & Privacy Acumen: Demonstrated experience managing and delivering security safeguards, threat modeling alignments, and data privacy clearance deliverables.

Advanced Toolkit Competency: High-level mastery utilizing corporate project planning, scheduling, and visualization software, specifically Microsoft Project, Visio, Office, and Planview.

Fiscal & Budgetary Management: Proven ability to manage large, multi-channel budgets, financial forecasts, and resource capacity planning matrices under strict accountability controls.

Leadership & Analytical Drive: Self-motivated leader with excellent verbal and written communication skills, an exceptional eye for detail, and a verified capability to execute under extremely tight deadlines.

Assets:
Proven background in project rescue, turnaround, or crisis triage for failing or high-risk initiatives.

Prior project management experience delivering software applications within a provincial or federal government jurisdiction.

Practical understanding of the Project Management Institute's PMBOK framework, Information Management practices, and digital accessibility guidelines (AODA compliance).
