Job Description

This position is within the Asset Management unit with the Planning, Design and Management Section of the Transportation Services Division. The section provides central management and oversight of planning, development, environmental compliance, and budget coordination for projects, programs and infrastructure assets that make up Toronto's street network.

Reporting to the Manager of the Asset Management Unit, the Senior Environmental Project Manager will lead and supervises the Contaminated Right-of-Way Management Program team. The team has oversight of environmental requirements associated with the acquisition, conveyance, operation and maintenance of transportation infrastructure assets, ensuring compliance with applicable legislation, City policies, and environmental approvals.

Major Responsibilities:

• Implements detailed plans and procedures with both the Contaminated Right-of-Way Program and System specific requirements.
• Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Conducts research taking into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
• Provides input into administering and developing annual operating budget for the unit, ensuring that expenditures are controlled and maintained within approved budget limitations.
• Manages and provides leadership in project development from assessing funding, schedule, and scope requirements within the division.
• Leads Divisional staff and contractors, consultants and other intra/interdivisional stakeholders, to effectively lead, develop and implement a comprehensive program for the management of the contaminated lands within the City's public road rights-of-ways; including projects that may include environmental site assessments, technology applications, site remediation, design of structures and infrastructure related to management of soil and groundwater quality issues.
• Provides confidential professional strategic support to the Division and Legal Services with respect to various planning and real estate agreements, handover protocols, negotiations, litigation and regulatory issues.
• Deals with confidential and sensitive information affecting Divisional operations, assets, resources, litigation and related environmental legislation.
• Assists the Manager of Asset Management in formulating, guidelines, procedures and priorities to effectively manage contaminated lands and environmental issues and associated corporate liabilities and risks.
• Identifies, develops and establishes implementation strategies, plans and policies for the protection and improvement of soil and groundwater quality on City roads.
• Develops and maintains professional relationships with divisional staff, providing value-added independent advice and guidance with respect to resolving contaminated soil and groundwater issues.
• Provides technical oversight and direction to all Contaminated Right-of-Way Program staff, including support staff, ensuring effective teamwork, efficient scheduling, high standard of work quality, organizational performance, and customer service.
• Provides technical assistance within the Division to identify activities impacted by contaminated rights-of-way.
• Assists Manager with scheduling and review of assigned work within the Asset Management unit.
• Reviews and provides advice regarding business processes, staffing, technology, business relationships and deliverables for the Asset Management unit.
• Assists Manager with approval of payments and ensures contract administration complies with Council authorization, policies and approved procedures for contracted professional services. Authorizes extra work and contract close out and administers claims.
• Ensures that City's public realm and road rights-of-way complies with environmental legislation, thus ensuring that appropriate measures are in place to protect the safety of the public, employees and contractors.
• Develops comprehensive programs for the management of City's public realm and road right-of-way that hold Ministry of the Environment and Climate Change (MOECC) Certificates of Property Use (CPU).
• Ensures regulatory compliance with provincial environmental legislation.
• Develops annual environmental compliance reports for  Division senior management staff that includes, providing summaries of existing and new CPUs and monitoring wells, health and safety issues, MOECC and Technical Safety and Standards Association (TSSA) requests for compliance, breaches and/or issues with barriers and monitoring wells.
• Reviews and evaluates environmental site assessment reports in accordance with O. Reg. 153/04 as amended, as a result of borehole / monitoring well drilling activities on City rights-of-way and provide comments back to the applicant regarding proposed remedial programs.
• Reviews existing and develops new environmental provisions to be stipulated in cut permits and other applications and agreements for lands with MOECC orders, CPUs or other specific requirements of environmental compliance.
• Liaises, consults and negotiates with City staff, members of council and other stakeholders including external agencies with respect to environmental soil and groundwater issues, and conflicting requirements and priorities.
• Represents the Division on contaminated lands issues with other Divisions, Agencies, other levels of government and the general public.
• Ensures excellent customer service is provided to both internal and external clients.

Key Qualifications

1. Post-secondary degree from a recognized University or College in an environmental program, or an equivalent combination of education and experience.
2. Considerable experience in environmental project management, environmental contract administration and environmental legislative compliance.
3. Considerable experience as a program leader, including service delivery, financial and project management within a team environment.
4. Considerable experience in planning, engaging, supervising and directing employees.
5. Experience with Microsoft Office Suite (i.e. Word, Excel, PowerPoint, Access and ArcGIS Pro) and spreadsheet and database applications for data management analysis and reporting.
6. Knowledge of the principles of an Environmental Management System and Environmental Site Assessment standards (O. Reg 153 and CSA) and guidelines
7. General knowledge of air, soil and groundwater issues and concerns.
8. Highly developed interpersonal skills with the ability to communicate both orally and in writing at all organizational levels.
9. Sound judgment in public and personnel relations.
10. Ability to work effectively with colleagues, provincial officials, consultants, solicitors, and other internal and external clients.
11. Familiarity with government legislation in the area of occupational health and safety, Employment Standards Act and other relevant legislation.
12. Certification as a Qualified Person (as per O. Reg. 153/04, and 511/09) would be an asset, although not a requirement.
