We are seeking a highly accomplished Senior Project Manager/Leader to drive the planning, delivery, and governance of high-profile, complex, and mission-critical enterprise I&IT initiatives. In this role, you will hold complete operational ownership over the end-to-end project lifecycle, steering large-scale business transformations and the integration of advanced software solutions. Operating as a principal delivery authority, you will manage cross-functional teams of technical specialists, establish robust fiscal controls, manage executive stakeholder relationships, and ensure all deliverables align with rigorous project management frameworks and quality standards.

Responsibilities
Project Plan Integration: Architect and manage large-scale, complex, integrated master project plans (IPP), tracking critical path milestones, resource allocations, and dependencies across cross-functional streams.

Full-Stack Technical Delivery: Direct the design, development, implementation, and integration of complex software solutions, including web-based applications, cloud-adjacent microservices, and secure API networks built on Java or .NET platforms.

Agile Framework Governance: Lead Scrum and Agile ceremonies, managing backlogs, facilitating sprint planning, tracking velocity metrics, managing agile testing loops, and orchestrating retrospective reviews.

Fiscal & Budgetary Control: Establish and govern complex project budgets across multiple funding channels, overseeing precise forecasting, financial estimation, and cost-reconciliation processes to ensure strict accountability.

Executive Advisory & Reporting: Lead relationship-management tracks with senior leadership and external partners, delivering integrated portfolio metrics, status reports, and strategic options directly to executive decision-makers.

Resource Leadership & Triage: Source and manage project teams comprising both internal bargaining-unit professionals and external consultants, clarifying performance expectations, resolving scheduling conflicts, and ensuring knowledge transfer.

Risk & Issue Mitigation: Proactively identify potential risk events, manage active issue logs, perform variance analyses, and design comprehensive mitigation blueprints before slippage impacts delivery timelines.

Change Control & Adoption Management: Review structural project change requests for Change Control Board evaluation, while authoring comprehensive business transformation and organizational adoption plans to overcome user resistance.

Standards Compliance: Adhere strictly to unified enterprise I&IT project methodologies, quality control gating processes, and system architectural baselines.

Qualifications
Project Management Seniority: 10+ years of progressive professional experience leading, planning, and executing complex, mission-critical enterprise IT projects involving business transformations and full-lifecycle software delivery (Strictly Required).

Multi-Platform Solution Acumen: 10+ years of technical knowledge and practical experience overseeing the design, implementation, and integration of web-based applications or cloud solutions powered by Java and/or Microsoft .NET technologies (Strictly Required).

Agile Leadership Specialization: 7+ years of dedicated experience running Agile project management and development practices, including backlog refinement, sprint planning, and velocity tracking (Scrum Master Certification is highly preferred) (Strictly Required).

Cloud & Infrastructure Familiarity: Direct experience managing the implementation of web services deployed across modern cloud and container infrastructure (Microsoft Azure, OpenShift, Kubernetes, or Docker) and web application servers (IBM WAS 8.0+, IBM Cloud Pak, Red Hat, or Solaris) (Strictly Required).

Project Management Tool Mastery: Direct professional experience running enterprise scheduling, defect tracking, and tracking matrices using software toolsets such as MS Project, Planview, Jira, or Azure DevOps (Strictly Required).

Large-Scale Fiscal Stewardship: Demonstrated success governing large project budgets, including complex resource allocation, multi-channel cost forecasting, and rigorous financial reconciliations.

Soft Skills: Superior analytical problem-solving, active negotiation, and executive presentation capabilities, with a proven track record of aligning multi-tier infrastructure configurations with tight project deadlines.
