The Project Lead, Business Operations will coordinate, review and lead project management activities for the Contract Integration Management and Compliance Unit in the Business Services section of Solid Waste Management Services Division.

Major Responsibilities:

• Implements detailed plans and recommends policies/procedures regarding program specific requirements.
• Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
• Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
• Develops, enhances, and maintains contract tracking, KPI and reporting tools, ensuring data integrity, completeness, and accuracy.
• Supervises and provides work direction to project team members and support staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Manages assigned projects, ensuring effective teamwork, communication and high standards of work quality.
• Coordinates the implementation of policies, procedures and tools applicable to contract lifecycle management.
• Provides input, guidance and technical expertise in the development of City initiatives.
• Provides input and assists with the development of ad hoc reports related to contracts or the Divisional Capital and Operating Budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
• Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing Divisional projects, operating procedures, policies and services.
• Represents Solid Waste Management Services Business Services on various committees and working groups.
• Coordinates, implements and develops tools and guidelines for projects in the area of business operations and business management.
• Prepares and reviews purchasing call documents such as Requests for Quotations and Requests for Proposal related to services or goods required by the Contract Integration Management and Compliance unit.
• Prepares summaries of information/findings and recommendations using a range of analytical and research techniques.
• Conducts site visits, field studies and analyses collected and available data to determine trends and make recommendations.
• Assists in the design and facilitation of policies, procedures and processes.
• Prepares responses, project plans, reports, briefing notes, presentations and status updates for senior management.
• Provides support to the SWM Contract Management function by assisting with the development of procedures, protocols, work practices and tools to measure/document contractor performance and to document data to support contract management.
• Assists with helping clients to identify deficiencies in interpretation of the contract.
• Assists with helping clients to address day-to-day technical contract issues and problems before they may escalate to the level of contract breach.
• Contributes to technology improvement initiatives to streamline contract data management and improve reporting and decision making.
• Creates training materials and delivers training sessions to large, diverse audiences.

 

Key Qualifications:

1. Post-Secondary education in Business Administration, Accounting, Finance, Project and/or Contract Management, or other related discipline, or an equivalent combination of education and experience.
2. Experience in procurement and/or contract management and/or project management. Project Management Profession (PMP) designation considered an asset.
3. Experience in the preparation and review of contract agreements and procurement documentation, standard operating procedures, and the creation of staff reports to Management and Sr. Management.
4. Considerable experience using SAP and Microsoft Office (Excel, Word, and PowerPoint).
5. Experience writing reports, briefings, and presentations for stakeholders and providing strategic advice and recommendations on sensitive issues.
6. Experience analyzing and extracting large volumes of statistical and financial data, interpreting reports and research materials, and preparing, organizing, and presenting complex information to support decision-making.
7. Experience supporting team members, and providing work direction, guidance and support to staff.
8. Excellent interpersonal skills and highly developed communication and presentation skills with the ability to communicate both orally and in writing at all levels of the organization, and with staff, consultants and contractors.
9. Excellent problem solving and decision-making skills with the ability to handle and resolve difficult situations in a professional manner.
10. Ability to work effectively with other employees in a team-oriented environment and carry out instructions with minimal supervision.
11. Ability to exercise political acumen, sound judgment and discretion in dealing with confidential operational matters.
12. Ability to work both independently and as part of a team, and in collaboration with a wide range of stakeholders/subject matter experts.
