Duties and Responsibilities:
Reporting to the Manager, Parks Development, this position:- Responsible for the planning, budgeting, and execution of large-scale park development projects including overseeing all phases of development, from conceptual design through to construction and completion, ensuring that all projects are delivered on time and within budget. Projects may be of high dollar value, substantial complexity, and/or significant Corporate and/or community impact.
- Manages financial decisions, including cost-benefit analyses, preparing project budgets and monitoring revenues and expenditures throughout each project, budget reallocation, negotiating and making recommendations on agreements with respect to property acquisition, professional services, partnerships, and design/build arrangements, and securing grants, while ensuring compliance with municipal regulations and standards.
- Requires frequent coordination with external consultants, contractors, community stakeholders, and City Council; organizes, attends, and leads public information meetings and prepares reports and presentations for Council and public audiences.
- Is instrumental in ensuring that Windsor’s parks are developed to meet the needs of a diverse population while prioritizing safety, sustainability, and inclusivity.
- Oversees the Landscape Architect and Draftsperson IV positions to ensure the technical and design aspects of park development projects are integrated with the overall project management process and ensures designs, technical drawings, and site plans align with project needs, budget, and timelines.
- Conducts a business case for projects as needed, which includes conducting feasibility studies and research to evaluate the viability of various park development initiatives.
- Conducts research for potential funding sources and develops both capital and operational budgets, selects suitable sites for development, and liaises with clients and stakeholders to identify their functional needs and requirements.
- Ensures compliance with Occupational Health and Safety regulations, including overseeing safety procedures on-site, ensuring contractors and workers are following required protocols, and conducting regular safety reviews.
- Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.
- Will perform other related duties as required.
Qualifications:
- Must have a Master’s Degree in Business, Architecture, Engineering, or Ontario Ministry of Education equivalency, and a minimum of two (2) years of experience in project management, leadership, planning, negotiations, and report preparation.
- OR Must have a University Degree in Business, Architecture, Engineering, or Ontario Ministry of Education equivalency, and a minimum of four (4) years of experience in project management, leadership, planning, negotiations, and report preparation.
- OR Must have a College Diploma in Business, Architecture, Engineering, or Ontario Ministry of Education equivalency, and a minimum of six (6) years of experience in project management, leadership, planning, negotiations, and report preparation.
- OR Must have an Ontario Secondary School Graduation Diploma plus one (1) year of post secondary school courses in Business, Architecture, Engineering or Ontario Ministry of Education equivalencies and a minimum of ten (10) years of experience in project management, leadership, planning, negotiations, and report preparation.
- Must possess either; a designation as a Professional Engineer (P. Eng.) OR a professional accounting designation (CPA/CA, CPA/CGA, CPA/CMA) OR Project Management Professional designation.
- Must possess well-developed written and oral communication skills, and interpersonal skills to maintain effective relations with government officials, community agencies, stakeholder groups, the general public, and municipal staff.
- Must have the ability to travel to off-site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver’s License is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment.
- Must have acquired skills in reading and interpreting construction drawings.
- Working knowledge of Federal, Provincial, and Municipal statutes and By-Laws pertaining to the design and construction of municipal services and building systems, including building codes, the Planning Act, the Local Improvement Act, the Municipal Act, the Construction Act, the Drainage Act, the Environmental Assessment Act, the Endangered Species Act, and the Accessibility for Ontarians with Disabilities Act is considered an asset.
- Should have knowledge of the Occupational Health and Safety Act, its regulations, and knowledge of the hazards associated with the work.
- Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.
- Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
- An Architecture designation is considered an asset.
