Director - Major Capital Projects

Position Overview

Director Major Capital Projects oversees delivery of large healthcare projects working with the Transformation Management Office Capital and Shared Health Capital & Facility Management. Leads assigned projects from functional programming through design, occupancy and operationalization. Oversees planning, partnership arrangements, tendering, project delivery and construction strategies. Works with project managers, consultants, contractors and service delivery organizations to apply project management principles uniformly to achieve scope, budget and schedule.

Main Function

Lead Service Delivery Organizations (SDOs) and healthcare organizations in planning and delivery of major renovations and new facility construction in the province. Aid completion of facility upgrades and new construction associated with the Clinical Preventive Services Plan. Evaluate and apply design and construction expertise to ensure quality, timely, cost‑efficient delivery. Engage consultants, construction community, recommend within procurement policy, project delivery methodology aligned with goals. Manage risk, quality assurance, conflict resolution. Work with Legal Services to ensure contracts and tendering processes comply with requirements.

Experience

• Minimum 10 years in leadership position managing complex major capital construction projects including clinical and facilities design and construction.
• Experience working closely with design and construction contracts with proven track record of effective execution.
• Leading project delivery teams, planning, prioritizing and directing work assignments for accountability and efficiency.
• Managing financial resources to meet project goals; development and implementation of operational plans, capital budgets, budget updates, authorization control, reporting.
• Stewarding projects through funding approval process.
• Reporting on budget status, presenting budget risks, mitigation strategies and issues.
• Knowledge of provincial and national design and construction industries, standards, best practices.
• Proven ability to lead broad team through programming, planning, design, construction, occupancy and takeover.

Education

• Bachelor’s degree in related Healthcare Facility Planning, Business, Engineering, Architecture required.
• Master’s degree preferred.

Certification/Licensure/Registration

• Appropriate registration with provincial professional licensing body, or certification body.

Physical Requirements

• May be required to travel throughout the service area requiring a valid Manitoba driver’s license and use of a personal motor vehicle.

Position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred.
