Job Description:

The Capital Projects Design and Delivery (CPDD) branch of Parks & Recreation Division (P&R) at the City of Toronto manages the design, construction and state of good repair of parks and recreation facilities.

The Ravines, Trails, Wayfinding & Special Projects (RTWS) Unit is seeking 3 full time Project Managers to deliver capital planning, feasibility assessments, design and construction of projects that improve how people move through and experience natural parkland areas in the City of Toronto. Project types include trails, trailheads, bridges, boardwalks, staircases, erosion control, shoreline structures, and other parkland features typically located in lands regulated under the Conservation Authorities Act. Projects will support and advance delivery of broader citywide initiatives such as the Ravine Strategy, Loop Trail, Toronto Islands Master Plan, Waterfront Revitalization etc.  

We are seeking professionals with experience delivering the above project types and preferably with specialization in one of the following technical areas: coastal engineering/assessments, structural engineering/parkland bridges & structures, complex natural/multi-use trails, or erosion and flood risk management as it relates to parkland infrastructure delivery.

The projects will require multi-faceted coordination and engagement programs with partner divisions and agencies (Toronto and Region Conservation Authority, Toronto Water, Transportation Services, Urban Forestry), asset owners (Metrolinx, TTC, HydroOne), partner organizations (Evergreen, Toronto Botanical Gardens), elected officials, community groups (Toronto Nature Stewards) and the public.

Major Responsibilities:

• Manage complex capital projects from concept to completion including feasibility assessments, capital planning, design, procurement, and construction to deliver trails, stairs, bridges, erosion control, shoreline structures etc. in natural areas like ravines and waterfronts.
• Lead multi-disciplinary teams of city and agency staff, consultants, and contractors to deliver projects that improve how people move through and experience natural areas, while addressing natural hazards/climate resilience, state of good repair, infrastructure upgrades, and enhancing natural features.
• Lead multi-faceted engagement processes with city divisions and agencies, regulators, landowners, elected officials, interest groups, NGOs, community groups and the public necessary to develop design solutions and deliver construction.

• Support development of the annual budget and 10-year capital plan.  
• Carry out project, contract, and financial administration and management on assigned projects to deliver projects on schedule, within budget, and in alignment with city policies.
• Prepare briefing notes, presentations and reports for use with diverse audiences such as management, elected officials, and interest groups. 
• Ensure that initiatives are delivered in compliance with corporate and legislative requirements and support the division's strategic goals and objectives

Key Qualifications:

1. Post-secondary education in Engineering, Landscape Architecture or a related field, and/or an equivalent combination of education and experience. Relevant professional licenses and PMP certification are considered assets.
2. Extensive experience delivering concurrent high value, complex and varied projects from inception to completion.
3. Considerable experience in capital planning and delivery of feasibility assessments, design, and construction of public projects in natural areas such as trails, bridges, ramps, staircases and rest areas in ravine, watercourse, and shoreline areas.
4. Considerable experience in municipal procurement and management of professional and construction services.
5. Considerable experience delivering projects requiring multi-faceted engagement processes with elected officials, NGOs, interest groups, and the broader public
6. Considerable experience coordinating and obtaining relevant permits, approvals and access requirements from Toronto and Region Conservation Authority, Urban Forestry, Department of Fisheries and Oceans, Ministry of Natural Resources, Ministry of the Environment, Toronto Water, Metrolinx, and Hydro One.
7. Superior analytical, interpersonal, problem solving, and conflict resolution skills, with the ability to navigate complex situations and deliver effective solutions.
8. In-depth knowledge of relevant acts and regulations including the Ontario Building Code, legal easements, Conservation Authorities Act, Construction Act, Accessibility for Ontarians with Disabilities Act, Planning Act, Environmental Assessment Act, Fisheries Act, Environmental Protection Act, Occupational Health and Safety Act.
9. Ability to travel to various City of Toronto sites and locations.
