Job Description:
The Project Manager will lead divisional initiatives to strengthen quality culture at TPH through the development, implementation, monitoring, and sustainment of a TPH Quality Strategy and accompanying plan. This includes integrating knowledge around quality and change management best practices and developing and implementing detailed project plans with Subject Matter Experts, Sponsors, and Health Information & Quality leadership. Ability to data visualize to support the TPH Quality Strategy and organizational performance.
Major Responsibilities:
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Manages assigned projects and staff, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Plans and leads complex organizational, operational and cultural change projects and develops and manages project plans for same.
- Leads the information gathering and analysis for the program/division and community partners involved in projects pertaining to existing staff inventory, functional responsibilities, reporting relationships, skill set, affiliation, employees and position statuses, etc.
- Conducts research and leads the development of new organizational models, the design of any new jobs and creation and approval of new job profiles.
- Develops the transition blueprint and negotiates transition methodologies and protocols.
- Researches, develops and plans organizational development initiatives in support of transition planning.
- Develops and maintains project plans and documentation including templates, spreadsheets, reports, briefing notes, presentations and ensures work documentation is classified and maintained in the project document repository.
- Designs, develops and implements resources and tools that support business transformation.
- Works with project management team and interest holders s to develop project plans.
- Participates in or leads interest holder engagement with all levels of staff, community partners city-wide and labour unions, develops communication materials and makes presentations.
- Exercises good judgment and discretion with confidential human resources information pertaining to transitions.
Key Qualifications:
- A Master's degree in a related discipline such as public health, health policy or health planning and/or the equivalent combination of education and extensive experience.
- Considerable experience in leading complex projects and effective project teams in a public health (or equivalent), multi-interest holder environment and with a successful track record in achieving results, while balancing the interests of political actors and other interest holders.
- Considerable experience developing and implementing strategies and approaches for effectively monitoring and driving projects using data analysis and visualization.
- Considerable experience in quality/quality improvement principles, methodologies and frameworks relevant to public health to drive continuous improvement, organizational effectiveness and organizational quality culture.
- Experience in driving organizational change and gaining buy in and support from management and senior leaders on new approaches.
- Political acumen and considerable experience in interest holder engagement, capacity building and relationship building with a broad range of interest holders.
- Highly developed critical thinking and problem-solving skills to facilitate effective solutions that will advance Effective Public Health Practice as per the Ontario Public Health Standards. Highly familiar with relevant public health legislations, protocols, standards as well as best practices.
- Highly developed human relations, consultation, facilitation and negotiation skills at all levels within the organization.
- Ability to maintain accurate and detailed documentation and records.
- Excellent report-writing, communication (oral and written), and presentation skills, with the ability to communicate effectively throughout all levels of the organization.
- Ability to work in multidisciplinary public health teams.
- Ability to take initiative and to work independently with competing demands and high-performance expectations to set and exceed goals.
- Knowledge of collective agreements, guidelines, policies, procedures and relevant legislation including documentation standards, Information Management, Employment Standards Act and Occupational Health & Safety Act.
