WORK HOURS AND SCHEDULE: The regular working hours for this position are 28 hours per week or 4 days per week, consisting of 7 hours per day. Standard working hours are 8:30 a.m. to 4:30 p.m., with a one-hour unpaid lunch break.

PROGRAM SUMMARY:
The English Language and Multicultural Services (ELMS) Program empowers newcomers to Canada to live full lives in our community. The program offers free multi-level English classes, volunteer tutor matching, information and orientation, community connection services, employment services, and cultural learning activities. The service utilizes learner-centered approaches to teach and introduce newcomers to Canadian culture and resources, to connect them with the community and to strengthen English speaking, listening, reading, and writing skills. A welcoming and supportive community is built through shared intercultural experiences.
POSITION SUMMARY:
The Employment Case Manager & Job Developer supports eligible clients in achieving sustainable employment through individualized employment planning, career coaching, job search assistance, and labour market guidance. The position is responsible for providing comprehensive case management, assessing clients' employment needs and strengths, developing action plans, and connecting clients with appropriate employment, training, and community resources.
The Employment Case Manager & Job Developer also plays a key role in job development by building and maintaining relationships with local employers, promoting clients to potential employers, identifying employment opportunities, and supporting successful job placements. Working collaboratively with employers, community partners, and service providers, the Employment Case Manager ensures high-quality service delivery, achieves program and contract outcomes, and contributes to positive employment and settlement outcomes for clients.

RESPONSIBILITIES:
- Conduct Needs & Strengths Assessments and develop an Action Plan for every client by collaborating with the client and reaching agreements on the objectives, services, and activities.
- Provide short-term employment retention support by helping clients address workplace challenges, understand Canadian workplace expectations, and connect with appropriate resources to support successful employment.
- Develop and maintain strong relationships with local employers, industry partners, and community organizations to identify employment opportunities, promote client hiring, and support successful job placements.
- Conduct job development activities, including employer outreach, job matching, labour market research, and advocating on behalf of clients to connect them with sustainable employment opportunities that align with their skills, experience, and career goals.
- Support clients with maintaining employment through job coaching, including assistance with onboarding procedures (e.g., new-hire packages, timesheets, benefits applications), completion of new-hire training, and familiarization with job-specific requirements and Canadian workplace culture.
- Assist clients in navigating and accessing other employment services (e.g., WorkBC) and education or skills training programs.
- Educate clients concerning their employment rights and responsibilities under the Employment Standards Act of British Columbia.
- Conduct group information sessions and workshops using a variety of service delivery methods and invite guest speakers as needed.
- Build and strengthen networks with community stakeholders and employers to improve the settlement experience for newcomers in our community.
- Record, maintain, and report client data and information through relevant platforms.
- Assist with other ELMS program activities as needed (e.g., Community Connections events, volunteer management, and other settlement initiatives).
QUALIFICATIONS:
- Relevant post-secondary education in immigration services, adult education, social services, employment services, or a related discipline, combined with a minimum of two (2) years of relevant experience in the same or a closely related field, or an equivalent combination of education and experience.
- Must work well with people and demonstrate knowledge of the challenges that may be part of immigrant settlement in Canada.
- A demonstrated record of working with diverse populations, employers, training providers, community resources and other employment related service providers.
- Knowledge of the local labour market, community resources, government programs, job search techniques, career development and issues relating to unemployment.
SKILLS AND ABILITIES:
- Ability to effectively coach clients within set parameters and time frames.
- Ability to provide services effectively to clients in a one-on-one and group format as well as by outreach and remote access methods.
- Ability to match between a client’s skill set and abilities, and the needs of an employer.
- Strong critical thinking, people- and organizational-skills.
- Strong written and verbal communication skills, with proficiency in Microsoft Office, case management systems, virtual communication platforms, and social media for client and employer engagement.
- Be self-directed and able to work well independently and as part of a team.
ADDITIONAL REQUIREMENTS:
- Must be legally authorized to work in Canada.
- Be familiar with and adhere to the philosophy, policies, and procedures of the Association.
- Represent the Association positively and professionally at all times.
- Understand and be committed to terms of confidentiality and sign a pledge of confidentiality.
- Undergo a Criminal Record Search as and when required by the Association.
- Actively participate in regular performance evaluations.
