As one part of this comprehensive program, all staff as well as their dependents have access to free and confidential supports through our Employee and Family Assistance Provider (EFAP), in addition to many other program components. About the Role Reporting to the Manager, Recruitment and Staffing, the successful incumbent will work directly with regional settlement organizations, community partners, Indigenous organizations, and post-secondary institutions (colleges/universities) to create targeted recruitment programs to remove barriers to groups that are underrepresented at HWDSB, including Indigenous, Black, and Racialized, foreign trained professionals and others. In this role, the Equity Recruitment Officer will strategically support HWDSB's Employment Equity Plan which aligns with the Ministry of Education's PPM 165 goals. The officer will: Develop, implement, and maintain the board's recruitment strategy and branding for all employee groups. Implement recruitment best practices that align with the HWDSB Employment Equity Action Plan recruitment objectives. Develop, implement, and maintain an inclusive recruitment guide for system leaders on recruitment best practices. Re-design HWDSB career webpage (external and internal) to support candidates with understanding and navigating the recruitment processes. Work collaboratively with our applicant tracking system vendor to ensure systems align with the employment equity action plan objectives. Partner and collaborate with local employment agencies, cultural associations, community partners and others to conduct targeted employment sessions, job fairs and other outreach efforts. Develop and implement a program to successfully recruit and onboard foreign trained candidates who have recently settled in the Hamilton area, who are trained to work in education sector; teachers, educational assistants, social workers, office and clerical staff, custodial and maintenance. Work closely with the Hamilton Community Foundation (HCF) to create micro-loans opportunities to remove the financial barriers for candidates to apply to the Ontario College of Teachers (OCT) or apply for university/college transcripts. Develop a social media outreach plan to promote equitable hiring practices, especially for Indigenous and underserved groups. Develop work experience internship educator program for Black, Indigenous, Racialized, foreign trained educators (and other roles within the school board while they work through any accreditation processes including OCT, Trades, etc.). Work closely with Faculty of Education/Other Programs such as, Educational Assistant, Trades, and business programs, to build increased capacity for student placements. Work closely with HWDSB's Human Rights and Equity Advisor to ensure processes are reviewed and updated to identify and remove barriers in the board's human resources practices. Create employment programs that will remove barriers for underrepresented demographics within the educator pool. Experience and Qualifications Post-Secondary degree/diploma in Human Resources or equivalent related education and 3-5 years of progressive experience in human resources, recruitment and bias free hiring, employment equity and working with employment community partners. Demonstrated deep understanding, gained through both lived and professional experience, of issues affecting historically and currently underserved communities in the employment and recruitment and working with diverse communities using anti-colonial, anti-oppressive, anti-racist, culturally relevant and responsive approaches. Comprehensive knowledge of the Ontario Human Rights Code, and considerations under the code in creating and implementation of special programs. Knowledge of the Occupational Health and Safety Act (as it relates to Workplace Harassment, Education Act and regulations), Accessibility for Ontarians with Disabilities Act, the Education Act and other related legislations. Experience with establishing a comprehensive full cycle recruitment and retention program, implementing process improvements and successfully leading/managing projects in Human Resources. Demonstrated success and ability to create differentiated recruitment strategies that include social media and advertising campaigns for new talent and external candidates. Knowledge of HR best practices, business process improvement tools and techniques, HR practices and processes, collective agreements, board policies and procedures and employment related law. Knowledge of school board sector in a multi-union environment and familiarity with all school board positions. Excellent conflict resolution, problem solving, negotiation and organizational skills. Excellent interpersonal, presentation and communication skills, both written and verbal required. Ability to work under high pressure and tight timelines. Demonstrated commitment to working in a diverse school community and/or work environment. Asset A designated member of the following professional organizations is in: Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL); or Registered Professional Recruiter (RPR) is an asset.
