Under the direction of the Director, the Bilingual Policy and Planning Analyst provides strategic advice, coordination, and support to the Government of Prince Edward Island on matters related to Acadian and Francophone Affairs. The position leads policy analysis, strategic planning, and the development and implementation of policies, programs, and procedures. Key responsibilities include supporting the administration of the French Language Services Act (FLSA), coordinating intergovernmental agreements, supporting committees mandated under the French Language Services Act, contributing to provincial participation in intergovernmental Francophonie forums, and guiding government institutions in French language service delivery. The role provides advice and support to senior officials, including the Minister responsible for Acadian and Francophone affairs, and is carried out with a high degree of tact, independence, professionalism, and accountability. The location for this position can be either Charlottetown or Wellington.
Duties will include but are not limited to:
- Develop guidelines, tools, and resources to support consistent implementation of the FLSA across government institutions;
- Monitor compliance and assess implementation progress of the FLSA within areas of responsibility;
- Provide strategic advice to senior management and the Minister on implementation status, risks, and opportunities for improvement;
- Provide guidance and policy support to coordinators and senior officials to promote consistent application of the FLSA across government;
- Contribute in the establishment of five-year strategic plan including performance management framework for the Canada-PEI Agreement on Services in the Minority Language;
- Support negotiation of the terms of the renewal of the Agreement on behalf of the government of PEI;
- Provide guidance and support to French Language Services Coordinators, directors, and deputy heads on opportunities for access to funding available under the agreements;
- Coach staff to support creative policy development;
- Lead the development, implementation, and review of strategies, policies, and related instruments aligned with government priorities;
- Ensure timely analysis and presentation of information to support senior decision-making;
- Evaluate policies and programs, identify impacts, and recommend adjustments and performance measures;
- Analyze and compare policy options, including approaches from other jurisdictions;
- Liaise with French Language Services Coordinators;
- Ensure orientation of coordinators when newly appointed;
- Coordinate and prepare meetings of the FLSCC, established under the FLSA;
- Provide guidance, direction, and policy support to the FLSCC in fulfilling their role advising deputy heads on FLSA implementation;
- Provide guidance, direction and support on the development of annual plans to facilitate the development, implementation and maintenance of the FLSA;
- Provide strategic and operational support to the Minister on MCCF priorities and responsibilities
Minimum Qualifications
- Master’s degree in a related field with relevant program and policy experience directly related to the position or a Bachelor’s degree in a related field with extensive relevant program and policy experience directly related to the position;
- Demonstrated equivalencies will be considered;
- Considerable experience in the development and implementation of policy or planning initiatives;
- This is a bilingual position. Superior oral proficiency in English and French is required;
- Excellent written skills in English and French are required;
- Demonstrated ability to produce high-quality reports and presentations for internal and external audiences;
- Ability to present information in a clear, concise, and accurate manner;
- Proven ability to develop positive working relationships with external and internal individuals/groups;
- Demonstrated analytical and strategic thinking skills;
- Well-developed time management skills;
- Ability to undertake multi-disciplinary research and analysis of public policy using a variety of tools;
- Ability to work effectively independently and as part of a team;
- Organizational skills, including the ability to multi-task, prioritize, ensure follow-ups and adapt to changing needs;
- Must have knowledge of the Acadian and Francophone community of PEI, its structure and organizations;
- Knowledge of public administration and government decision-making processes;
- Well-developed computer skills in a variety of software applications including Microsoft Word, Word Perfect, Microsoft Excel and Power Point and Internet applications is required;
- A valid PEI driver’s license;
- Access to a reliable vehicle;
- Good previous work and attendance record and acceptable criminal record check.
Other Qualifications
- Knowledge of the French Language Services Act (FLSA) and its regulations;
- Knowledge of government departments, programs and services;
- Group facilitation skills.
