In support of the Integrated Service Delivery Vision, the Functional Analyst ensures that the Versadex system and other technologies are effectively leveraged to support various business processes throughout the Halifax Regional Police. This requires a thorough knowledge of the intricacies of multiple business processes and relationships, including supporting information and data requirements. The role bridges the gap between business and technical staff, combining technical concepts with an appreciation of when technology enhances service delivery. Project management and team leadership skills are required to fulfill the objectives of the position. Key Responsibilities

Manage and coordinate business unit use of one or more Versadex System modules, developing processes and standards to ensure high process efficiency and integrity. Work closely with the Data/Business Information Management Division to ensure corporate data management policies, standards and practices are adhered to; collaborate with the Information Technology Division to coordinate enterprise system solutions. A liaison with business units and external agencies to address a variety of needs. Initiate and implement functionality changes and enhancements within the Versadex System, and support the solutions after implementation. Lead implementation teams through all phases of the product implementation life cycle using the HRM standard project management methodology. Develop implementation plans, coordinate efforts, and monitor progress. Work with system users to identify opportunities for leveraging additional value and service improvements from the enterprise solution; document business unit operational and strategic requirements and current‑state business processes. Supervise the design of software and process enhancements, create software development specifications for IT staff, build reports, system interfaces, data entry and inquiry screens, and conversion utilities. Develop and build workflows within the system to provide business process functionality. Create and oversee acceptance test plans and testing scripts; coordinate user testing and ensure user sign‑off. Develop solution training material and coordinate or deliver end‑user training on new features and business processes. Liaise with stakeholders, including internal support providers, ensuring necessary preparations for transition to recent processes and new system functionality. Coordinate the technical implementation of enhancements, modifications, or new features into the production system and maintain accurate documentation. Work with a team of peers to ensure high quality, coordinated practices and consistency across implementations. Define standard approaches for consistency; develop strategies to achieve modular integration and use of enterprise technology; reinforce adherence to data management standards, policies, and practices. Escalate issues and recommendations to appropriate levels for resolution or formal decision. Conduct peer review of the team’s work, promote consistency and quality, share how‑to information, assess impact of system functionality change requests, research business impact of system upgrades, coordinate implementation schedules. Communicate plan for keeping stakeholders and users updated on enhanced system functionality and system outages. Provide ongoing technical and business process support to business units; transfer knowledge to key staff to understand current implementation and future growth opportunities. Conduct conversion and extraction of system data for analysis by technical and non‑technical users; maintain training materials for ongoing training purposes. Qualifications

University degree in a related field. Understanding of Halifax Regional Police priorities, responsibilities, business processes and technology requirements. Experience with at least one large software implementation on a core team or extended team level. Experience in VERSADEX or a similar application (asset). Training and/or certification in Business Analysis (asset). Solid understanding of project planning, tracking, and management concepts. Understanding of motivation, team building, conflict resolution concepts. Comfortable working in an interdepartmental and interdisciplinary team setting. Knowledge of practices related to implementation of business solutions. Strong business analysis skills, process mapping and redesign. Knowledge of Software Development Life Cycle concepts. Ability to translate business problems and requirements into technical and data‑related solutions. Good understanding of relationships between various technologies. Strong data management skills; thorough knowledge of corporate databases and data quality issues. Strong analytical, decision‑making skills and independence of action. Proficiency in the use of HRM desktop software. Knowledge of database management concepts and relational databases (asset). Knowledge of Microsoft Project and Visio (asset). Knowledge of the HRM Project Management Methodology. Security Clearance
