Director, Health and Safety - Operations & Capital Projects

Trans Mountain is seeking a collaborative, motivated, and values‑driven individual to join our dynamic team as Director, Health and Safety. In this position, you are accountable for establishing, executing, and continuously improving the safety strategy, management systems, and safety culture across the organization. This role provides highly visible, field‑connected leadership to eliminate serious incidents and ensure full regulatory compliance across all assets.

Key Responsibilities

• Cross‑Functional Strategic Partnership
  • Operations Support: Partner with regional operations leadership to embed safety management systems into daily maintenance, compression/pumping station operations, and integrity programs. Drive field‑level engagement and verification programs.
  • Major Projects Governance: Oversee health and safety execution for multi‑million/billion‑dollar capital projects. Collaborate with Project Management Teams (PMTs) to establish safety expectations, a strong safety culture, clear site governance, and construction risk management frameworks.
  • Engineering Collaboration: Work closely with Engineering to oversee the health and safety of the sustaining capital program and ensure safety‑by‑design principles are applied during project development, hazard identification, and Management of Change (MOC) processes.
• Contractor Safety & Management
  • Establish, monitor, and enforce stringent contractor safety standards, pre‑qualification requirements, and onboarding programs.
  • Partner with Supply Chain and Project Execution teams to ensure safety metrics and key performance indicators (KPIs) are deeply integrated into contracting models and scopes of work.
  • Conduct field‑level verifications and audits to ensure third‑party contractors operate as a seamless, compliant extension of the company’s safety culture.
• Regulatory Compliance & Management Systems
  • Ensure absolute compliance with federal, provincial, and US regulations (including the Canada Energy Regulator (CER), provincial occupational health and safety (OHS) bodies, and US PHMSA/OSHA requirements for cross‑border assets).
  • Lead the development, implementation, and internal auditing of the corporate Health and Safety Management System (aligned with CSA Z662, ISO 45001, and pipeline safety management industry standards).
  • Serve as the primary liaison for regulatory inspections, audits, and enforcement actions related to worker health and safety.
• Investigation & Performance Analytics
  • Oversee the notification and reporting process, ensuring timely and transparent communication with executive leadership and regulatory bodies.
  • Lead comprehensive root‑cause incident investigations for events or high‑potential near‑misses, ensuring systemic corrective and preventive actions (CAPA) are implemented across the enterprise.
  • Utilize data analytics to monitor leading and lagging indicators, identifying trends to proactively mitigate emerging risks before they manifest as incidents.

Qualifications And Professional Experience

• Post‑secondary education in Occupational Health and Safety, Engineering, Environmental Science or related discipline.
• Certified Safety Professional (CSP), Canadian Registered Safety Professional (CRSP), or a registered Professional Engineer (P.Eng.) with a dedicated career focus on health and safety management.
• Minimum 12–15 years of progressive safety leadership experience within the energy, utility, or heavy industrial infrastructure sectors, with at least 5 years explicitly within a senior, multi‑site midstream or pipeline environment.
• Proven track record managing safety portfolios for Large‑Scale Capital Projects (e.g., pipeline spreads, terminal construction, compressor/pump stations) characterized by high contractor density and complex execution strategies.
• Expertise in integrating safety parameters, serious incident and fatality prevention and/or Human Organizational Performance (HOP) into the organization.
• Comprehensive knowledge of Canadian federal and provincial safety regulations (CER, WorkSafeBC, Alberta OHS, etc.) and familiarity with international standards (PHMSA/OSHA) for cross‑border infrastructure systems.
• Demonstrated leadership and people‑management skills, including oversight of a diverse team of professionals with direct impact on organizational performance.
• The ability to think strategically and develop a long‑term business plan to ensure the ongoing integration of H&S into the workplace environment.
• A supportive and collaborative leader who values mentoring, coaching, and building strong teams, and who approaches difficult conversations with empathy and clarity.
• A consistent track record of delivering high‑quality work while managing competing priorities and supporting key business processes and operational functions.
• Demonstrated ability to work effectively with colleagues and stakeholders at all levels and from diverse backgrounds.
• Strong communication skills, including the ability to convey information clearly, respectfully, and professionally. Proven ability to navigate complex priorities and friction in the Health and Safety remit.
• Excellent organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fast‑paced environment.

Working Conditions

• Willingness and ability to travel as required.
• Must have a valid Class 5 driver’s license.
• Will need to provide support outside of regular business hours and/or on the weekend.
