Introduction

Duties:

The Tribunal Financial Analyst (Financial Analyst) serves as the provincial financial lead for the Municipal Board (MB), LVAC, and DAAB (collectively, the Tribunals). In this role, the Financial Analyst provides expert advice, guidance, and support on all financial matters related to the Tribunals, which operate under more than 27 Provincial Acts. The position is responsible for processing Municipal Board capital finance and borrowing by-law applications, drafting related capital finance orders, and managing adjudication-related financial transactions, including tracking, processing, and enforcing filing fees, hearing fees, and costs. The Financial Analyst also supports Tribunal management by preparing authority-seeking documents, such as Treasury Board submissions, and liaising with the Department of Finance for financial support. In addition, the role advises on strategies to strengthen Tribunal capacity and organizational stability, ensuring that financial policies and resources align with legislative, economic, and administrative requirements while supporting the Tribunals’ adjudicative functions. We're looking for someone with a strong understanding of government organizations-who brings financial experience, along with experience working with legislation and policy. Qualifications:

Essential: 

• Bachelor’s Degree (or higher) in commerce, finance, economics, law, or a related field equivalent combination of education, training and related experience maybe considered
• Experience in financial analysis, accounting principles, and reporting, including budget administration, cash flows, forecasting, and debt analysis.
• Experience with provincial legislation such as The Municipal Act and other relevant Acts, with the ability to interpret and apply legislative and regulatory requirements.
• Experience in policy and procedural development, including preparing authority-seeking documents (e.g., Treasury Board submissions, Cabinet submissions).
• Strong analytical and problem-solving skills to assess feasibility, cost effectiveness, and policy implications, and to recommend alternatives.
• High level of political acumen and judgment to navigate sensitive issues and provide advice to senior leadership.
• Excellent verbal communication skills with the ability to convey complex financial and legislative information to diverse audiences.
• Excellent written communication skills with the ability to communicate clearly and concisely in a variety of written documents. 
• Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook); experience with SAP considered an asset.
• Ability to work independently with minimal supervision.

Desired: 

• Experience in a municipal environment or working with municipal finance.

• Must be able to work overtime, including evenings as required
• Must be willing and able to travel throughout the province with occasional overnight stays as required
