Senior Consultant , Talent Management (Indigenous Learning)
As the Senior Consultant, Talent Management, you will develop, implement, lead and support a suite of talent development initiatives, with a focused mandate on advancing Indigenous relations, reconciliation, and culturally informed diversity, inclusion and human rights learning strategies for the Toronto Public Service. In this role, you will help advance the City of Toronto's reconciliation commitments by leading Indigenous learning and cultural competency initiatives, and supporting the integration of Indigenous perspectives, knowledges, and ways of learning into organizational development practices.
From identifying focus, scope and objectives, to setting methodology, activities and timing, you will support multiple clients and key stakeholders, including Indigenous communities, organizations and partners, to shape and define organization development projects that embed Indigenous perspectives and advance the City's reconciliation goals.
What will you do:
- Bring lived experience as a First Nations, Inuit, or Métis person, along with demonstrated experience working with Indigenous Peoples, communities, and/or organizations, to inform the design and delivery of learning strategy
- Support partners and clients throughout the talent lifecycle, with a focus on learning programs that address the organization’s current and future needs.
- Lead the development and implementation of Indigenous cultural competency and reconciliation-focused learning strategies as part of the City's broader diversity, inclusion and human rights learning portfolio. Identifies gaps in talent development programming and learning strategies, creating plans and initiatives to assist talent in developing critical skills and capabilities to achieve organizational objectives.
- Assesses and reviews business processes to identify options, best practices, and opportunities to improve service delivery.
- Provides leadership to complex programs/projects, developing recommendations, implementing solutions and ensuring quality in service delivery.
- Design and deliver culturally appropriate workshops, learning modules, presentations, training, and educational sessions for diverse audiences.
- Synthesize complex and sensitive information into clear, engaging, accessible, and relevant content using a variety of communication methods tailored to diverse audiences.
- Drives employee engagement activities to advance policies/programs/action plans.
- Develop and implement detailed plans and recommendations to meet organizational goals and improve service delivery
- Conduct research and stay informed of trends, best practices, strategies, legislation and industry practice relevant to Indigenous relations, reconciliation, equity and human rights.
- Promote the City's Diversity & Inclusion initiatives and programs, with particular attention to Indigenous cultural competency and confronting anti-Indigenous racism.
- Provides effective human resource management consultation/issue resolution services, interpretation and guidance to all levels of management, employees, and external organizations, requiring an integrated knowledge of human resource management and interpretation of legislation, collective agreements, policies, programs and processes
- Build and maintain trusted relationships with Indigenous communities, organizations and partners to inform and strengthen learning strategy development.
- Collect, track, analyze data and report on key performance indicators to ensure effectiveness of outcomes.
- Establishes and promotes onboarding programs and opportunities to enhance skills, aptitude and proficiency that enables staff to staff grow, develop and excel in their career journey.
- Works collaboratively with business partners to understand and address divisions' unique needs.
- Provides advice, guidance and consultation to divisions through the business partners to plan and prepare a strategic career path for every employee and ensures they are provided with the appropriate tools.
- Contributes to continuous improvements and enhancements to new and existing People & Equity Programs.
- Develops tools that improve divisional performance and coordinates with business partners to ensure effective divisional implementation.
- Prepares and/or processes confidential information, records, reports, forms, presentations, guides and correspondence
- Mentors’ peers, Consultants, Associates and HR Representatives in the Unit.
What you need to succeed:
- Lived experience as a First Nations, Inuit, or Métis person, along with demonstrated experience working with Indigenous Peoples, communities, and/or organizations.
- Post-Secondary education a relevant professional program, such as Business Administration, Organizational Development, Human Resources, Public Administration, or an equivalent combination of education and experience
- Experience developing and delivering learning programs, including curricula, e-learning, training resources, workshops, and educational materials, community-based learning initiatives, cultural learning experiences, or knowledge-sharing opportunities.
- Experience in Organizational Development, Change Management, learning, community engagement, Indigenous relations, capacity-building, or related fields, including the development, planning and implementation of projects, programs, and initiatives.
- Experience in conducting research, completing analysis and providing reports
- Effective communication, facilitation, and presentation skills, with the ability to engage diverse audiences, develop clear and accessible learning experiences, and prepare and present recommendations to senior leadership and external stakeholders, while respectfully navigating culturally sensitive and complex topics.
- Cultural competency and awareness, with knowledge of current equity, diversity, inclusion, and human rights issues and trends, including Indigenous cultural competency, workplace accessibility, and addressing anti-Black racism, as well as the ability to navigate culturally sensitive subject matter respectfully.
- Relationship-building, collaboration, and consultation skills, with the ability to build and maintain effective relationships with Indigenous partners, internal stakeholders, subject-matter experts, community organizations, and diverse teams across the City.
- Political acuity, sound judgment, and adaptability, with the ability to navigate ambiguity, evolving priorities, and sensitive or complex issues while managing competing demands effectively.
- Commitment to inclusive engagement and customer service excellence, with the ability to create learning experiences that reflect diverse perspectives, foster participation and belonging, and respond effectively to the needs of stakeholders and clients.
- Indigenous knowledge, community leadership, cultural expertise, and lived experience may be gained through a variety of pathways.
