Job Summary

The Transit Fleet and Facilities Maintenance branch provides safe, reliable, efficient, timely and cost-effective transit vehicle maintenance services to support federally regulated transit services within the City. The work involves planning, developing, managing, implementing, coordinating and monitoring transit vehicle maintenance activities; materials management and warranty activities; and engineering and technical support activities for vehicle maintenance, including reliability and quality process analysis.

You are responsible for the management and maintenance of all Transit buildings and grounds, excluding Rail facilities. You are responsible to plan, organize, coordinate and direct the maintenance, operation and repairs in the assigned facilities to keep each facility running efficiently by overseeing both personnel and equipment. You are expected to manage from a big-picture view, as well as dealing with the details, which affect the maintenance of the physical premises and the security of the people who do business there.

You must coordinate and integrate the activities of all operational systems within the facility for seamless efficiency and continually monitor the facility for compliance with safety, health and environmental regulations. You are also expected to find new ways of managing the facilities that reduce costs and improve efficiency, productivity and safety.

You provide input into operational, human resource and financial plans in alignment with Unit, Branch and Department objectives. You participate in the hiring/firing layoff/recall of staff, measure staff performance, coach/mentor/train/develop the work of staff, maintain discipline, and represent management at grievance proceedings and arbitrations as required. In addition, you manage the hiring and performance of external consultants and contractors.

Education And Experience

Completion of 2 year community college diploma in Facilities Management or related field, such as General Business, Project Management or Human Resources Management

Minimum of 5 years of related experience in an operational and labour intensive, unionized transit environment, including 3 years in a supervisory capacity

KNOWLEDGE

• General knowledge and interpretation of federal, provincial and municipal legislation, standards, regulations and guidelines relating to facility operations, services and activities, such as local and provincial electrical codes, Building Code and Fire Code, AODA requirements is essential
• Strong knowledge of building electrical, mechanical, HVAC and building structural systems
• General knowledge of City of Ottawa policies and procedures
• Human resources practices relating to staff supervision, coaching/motivational, team-building and conflict resolution techniques, and the terms and conditions of the relevant collective agreements
• Dispute resolution techniques
• Accident/incident investigation techniques
• Computer systems and corporate/division software applications & capabilities such as Microsoft Office Suite, Outlook, SAP, FMIS, etc.
• Computerized work management systems and work scheduling and their applications
• Knowledge of methods used to communicate with/relate to the general public in a professional manner
• Knowledge and awareness of safety issues in the workplace, where there may be members of the public present when work is being undertaken
• Must possess the training, experience and knowledge to organize the work and its performance
• Project management principles and practices
• Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures
• Must possess organizational skills and flexibility to plan, initiate, organize and prioritize own work and that of others, and to deal effectively with multiple demands, conflicting priorities, pressures and deadlines
• How to deal with sensitive and/or confidential work situations, apply dispute resolution techniques with sensitivity and persuasion and work with a diverse work force
• Must possess excellent interpersonal, communication, and writing skills
• How to identify and assess problems and to use analytic and problem solving skills to resolve problems involving resources, scheduling, technical or other difficulties
