Human Resources Generalist
CPAC (Cable Public Affairs Channel / Chaîne d'affaires publiques par câble)
CPAC is seeking a fluently bilingual Human Resources Generalist to join our team for a 15-month full-time contract based in our downtown Ottawa office.
This is an exciting opportunity to make a meaningful impact by supporting the people, culture, and HR programs that help power CPAC's trusted, non-partisan public affairs journalism. As the HR Generalist, you will play an integral role in supporting employees and leaders and ensuring the delivery of exceptional HR services across the organization.
SUMMARY
The HR Generalist is responsible for providing support to CPAC employees and management in the administration of all HR policies and procedures.
ACCOUNTABILITY
Works under the direction of the CEO and works in close partnership with the COO.
DUTIES AND RESPONSIBILITIES
- In consultation with the Senior Leadership team, assist in the implementation and administration of HR policies and procedures and ensure that best practices are being followed;
- Ensure CPAC’s compliance with Canada Labour Code regulations, including coordinating with consultants or industry experts on employment legislation and implementation of new requirements;
- Develop job descriptions for current and new hires, ensuring that key competencies and duties are identified and expressed in clear, concise language;
- Manage recruitment of new talent, including drafting job postings, screening potential candidates and sitting on interview boards, in compliance with internal processes;
- Provide payroll updates to the Finance team;
- Administer CPAC’s benefits;
- Manage Health and Safety programs, ensuring all Canada Labour Code regulations are followed, including training and reporting requirements;
- Provide coaching assistance to managers and employees in employee training, performance management and conflict resolution;
- Maintain personnel files and organizational charts;
- Participate in the yearly planning of workforce needs and review;
- Secure funding for CPAC’s summer student initiative.
QUALIFICATIONS AND REQUIREMENTS
- Post-secondary diploma in human resources administration or related field;
- Five years’ experience, preferably in a federally regulated industry;
- Familiarity with the Canada Labour Code and Health and Safety statutes and regulations;
- Must be fluently bilingual (French and English), oral and written;
- Strong interpersonal skills, including the ability to interact with tact, discretion and judgement at all times;
- Ability to operate software for word processing, databases, spreadsheets and HRIS systems;
- Ability to identify and contribute to the development of new ideas and approaches to improve corporate processes and systems;
- Ability to collect and record relevant information while respecting the provisions of the CPAC Privacy Policies;
- Ability to create a work environment that recognizes, supports, respects and welcomes the diversity of employees.

À titre de généraliste en RH, vous contribuerez activement au soutien des employés-ées et des gestionnaires, tout en offrant des services de ressources humaines exceptionnels au sein de l'organisation.
SOMMAIRE
Le/la généraliste en ressources humaines est chargé d'apporter son soutien à la direction et aux employés de CPAC dans l'application de l'ensemble des politiques et procédures en matière de ressources humaines.
RAPPORTS HIÉRARCHIQUES
Relève de la présidente et directrice général et travaille en étroite collaboration avec le chef de l'exploitation.
FONCTIONS
- En concertation avec l'équipe de la haute direction, contribuer à la mise en œuvre et à la gestion des politiques et procédures RH, et veiller au respect des pratiques exemplaires ;
- Veiller à ce que le CPAC respecte les dispositions du Code canadien du travail, notamment en assurant la coordination avec des consultants ou des experts du secteur en matière de législation du travail et de mise en œuvre des nouvelles exigences ;
- Élaborer des descriptions de poste à l'intention des employés actuels et les nouvelles recrues, en veillant à ce que les compétences et tâches clés soient identifiées et formulées dans un langage clair et concis ;
- Gérer le recrutement de nouveaux talents, notamment en rédigeant les offres d'emploi, en présélectionnant les candidats potentiels et en participant aux jurys d'entretien, conformément aux processus internes ;
- Transmettre les mises à jour relatives à la paie à l'équipe des finances ;
- Gérer les prestations de CPAC ;
- Gérer les programmes de santé et de sécurité, en veillant au respect de toutes les dispositions du Code canadien du travail, y compris les exigences en matière de formation et de déclaration ;
- Fournir un accompagnement aux gestionnaires et aux employés en matière de formation du personnel, de gestion du rendement et de résolution des conflits ;
- Gérer les dossiers du personnel et les organigrammes ;
- Participer à la planification annuelle des besoins en personnel et à leur évaluation ;
- Obtenir un financement pour le programme d'été destiné aux étudiants du CPAC.
COMPÉTENCES ET EXIGENCES
- Diplôme d'études postsecondaires en administration des ressources humaines ou dans un domaine connexe ;
- Cinq ans d'expérience, de préférence dans un secteur assujetti à la réglementation fédérale ;
- Connaissance du Code canadien du travail ainsi que des lois et règlements relatifs à la santé et à la sécurité ;
- Maîtrise parfaite du français et de l'anglais, à l'oral comme à l'écrit ;
- De solides habiletés interpersonnelles, notamment la capacité à interagir avec tact, discrétion et discernement en toutes circonstances ;
- Maîtrise des logiciels de traitement de texte, de bases de données, de tableurs et des systèmes d'information sur les ressources humaines (SIRH)
- Capacité à identifier et à contribuer à l'élaboration de nouvelles idées et approches visant à améliorer les processus et les systèmes de l'entreprise ;
- Capacité à recueillir et à enregistrer les renseignements pertinents tout en respectant les dispositions des politiques de confidentialité de CPAC ;
- Capacité à créer un environnement de travail qui reconnaît, soutient, respecte et valorise la diversité des employés.
