We are seeking a highly accomplished Senior Project Manager/Leader to take full operational ownership of the strategy, budgeting, and delivery of large-scale, complex IT initiatives. In this role, you will ensure enterprise-level deliverables meet clients' business requirements on time, within scope, and on budget, while driving compliance with formalized project methodologies. Operating at a senior level, you will act as a primary advisor on technology acquisition, establish robust fiscal controls over cross-ministry funding channels, navigate organizational change resistance, and systematically resolve structural conflicts between delivery teams and functional business areas.

Responsibilities
Project Governance & Framework Alignment: Lead, plan, and execute project deliverables utilizing modern Agile, Waterfall, and Digital approaches, ensuring strict alignment with the Project Management Institute’s (PMI / PMBOK) body of knowledge and public sector standards.

Technology Resource Sourcing & Acquisition: Evaluate architecture dependencies to make authoritative technical recommendations on the acquisition of software packages, hardware assets, and cloud infrastructure resources.

Complex Budgetary & Fiscal Control: Construct complex multi-channel project budgets featuring cross-ministry dependencies. Maintain extreme fiscal oversight through meticulous costing estimates, financial forecasting, and active reconciliation of actuals.

Cross-Functional Conflict Resolution: Proactively identify, address, and resolve deep structural or operational conflicts between matrix-allocated project squads and permanent functional business areas.

High-Stakes Stakeholder Management: Handle complex client and sponsor relationships to map project expectations, deliver clear milestone updates, and negotiate resourcing adaptations smoothly.

Risk & Issue Lifecycle Mitigation: Isolate and analyze potential risk events and platform issues before they impact the critical path, defining concrete mitigation plays and escalating status metrics to senior executive levels.

Resource Capacity & Team Direction: Source, select, and onboard cross-functional technical teams (including unionized personnel and external fee-for-service consultants), establishing precise role parameters, milestones, and knowledge-sharing matrices.

Information & Compliance Management: Ensure all system delivery tracks respect modern Information Management principles, corporate data protection policies, and digital accessibility compliance frameworks (AODA/WCAG regulations).

Strategic Change Enablement: Design and implement structured change management techniques to overcome internal organizational resistance during all deployment phases—concept, definition, planning, implementation, and close-out.

Executive Telemetry Reporting: Establish and lead multi-stakeholder forums and steering committees, providing high-level program and portfolio performance dashboards to senior decision-makers.

Qualifications
Core Project Management Seniority: 10+ years of progressive professional experience leading, structuring, and delivering complex, enterprise-level IT software or infrastructure initiatives.

Methodological Fluency (PMBOK & Agile): Thorough, expert-level understanding and practical application of the PMI PMBOK framework alongside modern Agile/Scrum/Digital delivery practices.

Technical Sourcing & Procurement Acumen: Proven experience evaluating technical systems to formulate high-level business recommendations for software, hardware, and digital resource procurement.

Advanced Fiscal Management Skills: Direct, hands-on experience building multi-tier project budgets, tracking cross-departmental dependencies, and managing tight financial forecasting arrays.

Matrix Conflict & Relationship Mastery: Demonstrated capability to manage complex stakeholder networks, align conflicting priorities between project teams and functional lines, and lead diplomatic consensus-building.

Information Governance Literacy: Solid operational understanding of formal Information Management concepts, data lifecycle policies, and digital accessibility frameworks (AODA regulations and standards).

Team Mobilization Experience: Proven background directing multi-disciplinary delivery teams, defining task baselines, and optimizing productivity within structured or unionized environments.
