Job Summary
The Regional Municipality of Halton is seeking a Public Health Nurse to join the Early Years and School Years Program within the Healthy Families Division. This position focuses on supporting the health and well-being of families through a comprehensive health promotion approach while ensuring health equity across diverse communities. These roles include program planning, delivery, evaluation, and specific responsibilities related to the implementation and sustainability of Early Years community groups.
Duties & Responsibilities
- Deliver consultation, education, and skill building through individual counseling and group facilitation on Early Years topics including preconception and prenatal health, breastfeeding, infant and parental mental wellness, injury prevention, positive parenting, and child development.
- Plan, implement and evaluate inclusive, family-centred programs that promote engagement, build parenting capacity and strengthen social connections.
- Integrate principles of health equity, cultural safety, and trauma-informed care across all services and interactions.
- Collaborate with internal teams and community partners, to coordinate care, enhance service access and support families.
- Lead and support community capacity-building and mobilization initiatives that advance early childhood development.
- Contribute to population health assessment, surveillance and program planning to identify trends, priorities, and service gaps.
- Apply evidence-informed practice through literature reviews, environmental scans, and critical appraisal.
- Collect, analyze, and translate data into recommendations, reports, and resources to inform decision making and public health practice.
- Participate in public health program planning, implementation, and evaluation aligned with organizational and program priorities.
- Lead and contribute to projects and represent Public Health on coalitions, committees, and professional networks.
- Maintain accurate documentation and statistical records in accordance with College of Nurses of Ontario and Health Department standards.
- Perform other duties as assigned.
Skills & Qualifications
- Bachelor of Science in Nursing (BScN).
- Current Certificate of Registration in good standing with the College of Nurses of Ontario.
- Demonstrated knowledge of health promotion, population health, and public health nursing practice, including program planning, implementation, and evaluation.
- Knowledge of the social determinants of health (SDoH), health equity, Early Relational Health, Adverse Childhood Experiences (ACEs), and trauma-and-violence-informed care.
- Strong communication and interpersonal skills, with the ability to engage with diverse individuals, families and groups using respectful, inclusive and culturally responsive approaches.
- Experience working with individuals and communities from diverse cultural, socioeconomic, and linguistic backgrounds.
- Demonstrated skills in group facilitation using strengths-based and capacity-building approaches, particularly in prenatal and Early Years parenting programs.
- Proven ability to collaborate effectively across interdisciplinary teams and build partnerships with community organizations.
- Experience applying evidence-informed decision-making, including conducting and integrating research, literature reviews, and best practices into program delivery.
- Strong analytical and organizational skills, with the ability to manage competing priorities, coordinate projects and meet deadlines.
- Proficiency in the use of digital tools, data systems, and documentation platforms to support service delivery, reporting, and evaluation.
- Experience applying community development and capacity-building approaches to support collective action and community well-being.
Additional Skills and Qualifications
- Knowledge of local services and resources within Halton Region is considered an asset.
- A minimum of one (1) year of experience in Early Years public health, including preconception and prenatal health, breastfeeding support, infant and parental mental wellness, positive parenting, and early childhood development is preferred.
- A certificate in Breastfeeding Management Level 2 is considered an asset.

Working conditions
- Flexibility to work outside of core business hours including evenings, weekends and holidays is required.
- Travel will be required, incumbent must provide their own transportation.
- The incumbent must be able to provide a current complete record of immunization according to the Ontario provincial immunization schedule.
