ABOUT THE ROLE

Reporting to the Manager, Tax and Intergovernmental Revenue, is responsible for providing advice to Senior Management on property tax policy and other intergovernmental revenue sources, including analysis of property tax and non-development charge revenue, potential new revenue sources; and maintaining and assisting in developing the modelling and analysis necessary to support that advice.

WHAT YOU'LL BE DOING

• Working in a team, develops and provides well-researched and comprehensive advice to Senior Management for submission to Council regarding the Region's property tax policy and other sources of intergovernmental revenue, including potential changes to the property tax rate setting methodology (e.g., rate structures), policies and the impact of new senior government provincial legislation.
• Develops, maintains and ensures the accuracy of complex financial models used to support the property tax rate calculation and the long term (up to 20 year) forecast for property tax levy and other intergovernmental revenue sources.
• Collects and validates data from other departments and external sources to be used as input into the property tax rate calculation.
• Conducts policy research and provides advice and recommendation to Senior Management regarding the financial impact of growth and potential intergovernmental revenue sources for the Region.
• Researches and provides advice to the Manager regarding property tax and revenue policies and their implementation.
• Designs and implements complex econometric and demographic models to forecast short and long-term assessment values within the Region.
• Prepares well written and researched briefing notes and reports for Senior Management and for Regional Council and/or the Commissioner.
• Acts as Regional representative on provincial municipal association and inter-municipal committees, as assigned.
• Liaises with local municipalities through participation on working groups to help formulate and/or update Regional policies and procedures, as required.
• Provides other financial and economic analysis to Departments, as required.
• Participates in and/or leads special projects as assigned.
• Performs other duties, as assigned, in accordance with Branch and Department objectives.

WHAT WE'RE LOOKING FOR

• Successful completion of a Master's Degree in Business Administration, Mathematics, Economics, or approved equivalent combination of education and experience.
• Minimum three (3) years financial experience in a large multi-divisional organization including experience in financial analysis, policy development, as well as exposure to project management, and the analysis, design and implementation of computer applications.
• Demonstrated experience in writing policy pieces and analytical reports/studies including the ability to identify problems, analyze and interpret data, and make and defend recommendations.
• Demonstrated experience in policy development in a large multi-divisional organization.
• Knowledge of accounting and economic principles.
• Demonstrated analytical, mathematical and project management skills, including proficiency with statistical software.
• Knowledge of municipal revenue sources as well as a demonstrated ability to interpret and explain key municipal-related provincial statutes and regulations such as the Municipal Act and the Assessment Act.
