Position Summary
The Executive Director serves as the Chief Executive Officer of Youth Employment Centre–Bold Street (operating as Employment Hamilton).
Reporting directly to the Board of Directors, the Executive Director provides strategic leadership and operational oversight to ensure the organization consistently achieves its mission, strategic goals, and service objectives. The role is responsible for organizational planning, governance, financial management, program delivery, staff leadership, risk management, stakeholder relations, and funder compliance.
A key responsibility of the Executive Director is maintaining a strong, collaborative relationship with Fedcap Canada and other community partners while ensuring all contractual obligations, service targets, and organizational objectives are achieved.
Key Responsibilities
Governance & Board Relations
- Report directly to the Board of Directors.
- Keep the Board informed regarding organizational needs, staff matters, and client service requirements.
- Identify and recommend areas requiring policy development.
- Implement Board decisions and strategic priorities.
- Maintain accurate Board records and documentation.
- Serve as an Ex-Officio member of the Board.
- Prepare Board agendas, reports, minutes, and supporting materials.
- Participate in Board meetings for Citizen Action Group and Youth Employment Centre–Bold Street.
- Work collaboratively with the Board to develop and execute the organization's vision and strategic plan.
- Carry out duties and responsibilities as delegated by the Board.
Organizational Leadership & Compliance
- Oversee day-to-day operations in accordance with Board policies, funding agreements, and legislative requirements.
- Monitor legislative and regulatory changes affecting organizational operations.
- Ensure organizational policies and procedures comply with applicable laws, regulations, and funding requirements.
- Advise the Board regarding changes in government policy and funding environments.
- Maintain productive relationships with representatives of Fedcap Canada and other funding partners.
Financial Management
- Lead the development and administration of organizational budgets in partnership with the Manager of Finance.
- Monitor long-term financial sustainability and strategic financial planning.
- Ensure responsible stewardship of organizational resources and funding.
- Approve expenditures within delegated authority.
- Review financial performance monthly and quarterly.
- Develop and maintain financial policies and procedures.
- Identify and pursue alternative funding opportunities as approved by the Board.
- Ensure compliance with all funder, Board, and organizational financial requirements.
Strategic Planning & Risk Management
- Develop and implement operational plans aligned with strategic priorities.
- Foster a culture of continuous improvement.
- Identify and assess organizational risks related to finances, operations, reputation, property, and service delivery.
- Implement strategies to mitigate organizational risk.
- Ensure organizational resources, facilities, and equipment are effectively managed.
Program & Service Delivery Oversight
- Ensure programs operate in accordance with funder expectations, organizational policies, and service standards.
- Monitor service outcomes and organizational performance metrics.
- Review caseload trends and implement service improvements as needed.
- Resolve client and community concerns in collaboration with staff.
- Serve as a resource regarding case management and service delivery issues.
- Act as the organization's Privacy Officer.
- Ensure all reporting requirements and performance targets are met.
Human Resources & Staff Leadership
- Provide leadership, mentorship, and supervision to management and staff.
- Establish and oversee performance management processes.
- Support supervisors in employee development, coaching, performance evaluations, and disciplinary processes.
- Promote professional development and continuous learning.
- Ensure compliance with organizational policies and employment legislation.
- Lead recruitment, hiring, onboarding, and workforce planning activities.
- Monitor staffing levels, attendance, workload distribution, and productivity.
- Foster a collaborative, supportive, and high-performing workplace culture.
- Conduct regular team meetings and facilitate effective communication across the organization.
Community Relations & Stakeholder Engagement
- Serve as the primary representative of Employment Hamilton within the community.
- Develop and maintain strong relationships with community organizations, employers, government representatives, and service providers.
- Promote collaboration, partnership development, and referral opportunities.
- Support marketing and communications initiatives, including:
- Website oversight
- Social media engagement
- Advertising and community outreach
- Participate in relevant sector networks, advisory committees, conferences, and stakeholder meetings, including:
- Skills Development Flagship
- Employment Ontario Service Provider Meetings
- First Work
- HEARN
- Funders' conferences and sector events
Facilities & Asset Management
- Oversee the maintenance and care of buildings and properties owned by Citizen Action Group.
- Coordinate and manage contractors and service providers.
- Conduct regular facility inspections.
- Ensure appropriate insurance coverage is maintained, including:
- Liability insurance
- Property insurance
- Cybersecurity coverage
- Authorize the purchase of equipment, supplies, furnishings, technology, and services in accordance with organizational policies.
Work Environment
- Primarily on-site at 67 Victoria Avenue South, Hamilton, ON
- Occasional travel may be required.
- Office-casual work environment.
- Facility includes stairs and does not have elevator access.
- Overtime may be required.
- Regular use of computers and office equipment.
Qualifications
Preferred Education
- Degree in Business Administration, Public Administration, Social Sciences, or a related field.
- Certificate in Management Studies or Non-Profit Management.
Experience
- Minimum five years of progressive senior leadership experience.
- Experience working with community-based Boards of Directors.
- Experience managing government-funded programs and contracts is considered an asset.

Compensation & Benefits
- Salary: $82,000–$90,000 annually
- Comprehensive employer-paid benefits package after four months
- Full-time position (Monday–Friday)
