Main Purpose & Function
The Senior Project Manager is responsible for leading the delivery of a major infrastructure project: seismic and rehabilitation upgrades to the Cambie Bridge, valued at approximately $300 million. As one of the largest and most complex projects ever delivered by Engineering Services, and classified as a Level 4 project under the City’s project governance framework, this initiative represents a new scale of project delivery for the organization. The project forms part of a broader upgrade program that includes transportation and utility improvements to support long-term community needs and advance key City goals related to sustainability, resilience, accessibility, and growth. Given the scale, complexity, visibility, and strategic importance of the project, the role requires a seasoned project leader with substantial experience delivering major capital infrastructure projects through design and construction As part of a cross-functional team, the Senior Project Manager will provide strategic leadership and oversight for all aspects of project delivery, including project planning, procurement, execution, governance, stakeholder management, and risk management. The role involves managing unionized and exempt staff, external consultants, and contractors, as well as a broad range of internal and external stakeholders, while ensuring alignment with the Engineering Department’s project management framework, governance requirements, and standards. The successful candidate is a progressive, collaborative, and strategic leader with extensive experience delivering large, complex infrastructure projects in challenging and highly visible environments. They bring demonstrated expertise in project and construction management, a proven ability to lead multidisciplinary teams, and a track record of successfully managing significant project risks, competing priorities, and stakeholder interests. Reporting to the Deputy Branch Manager or Branch Manager, the position operates in a matrix environment and leads multidisciplinary teams including engineers, asset owners, and regulatory staff. The role also coordinates with internal departments (Real Estate and Facilities Management, Finance, Supply Chain, Communications), external agencies (TransLink, Coast Mountain, BC Hydro, Metro Vancouver), First Nation and community stakeholders. This is a high-profile leadership opportunity for a strategic and results-oriented Senior Project Manager with exceptional communication, stakeholder engagement, and risk management skills. The successful candidate will play a critical role in delivering a landmark infrastructure project that will enhance the long-term resilience and seismic safety of one of the City’s most important transportation assets. Specific Duties & Responsibilities
- Manages complex, integrated projects through full cycle from project initiation through to project closeout.
- Provides direction on and oversees project and project management activities including defining project scope, objectives, success factors, deliverables, and quality measurements to meet the business needs.
- Validates scope, schedule, resources and budgets with branch managers; develops Project Charter and Project Execution Plan; establishes cost and work breakdown structure; manages budgets thru life cycle; identifies funding gap and prepares council reports and presentations.
- Oversee the procurement and management of external design consultants and external construction contracts.
- Lead a team of direct reports and supporting staff, including hiring, coaching, and performance management.
- Provides management oversight over the project lifecycle of technical design development, including conceptual street and public realm design, detailed geometric design, and sign and pavement marking design.
- Participates in public processes and effectively liaises with other City Departments and outside agencies.
- Work with a team of Design and Operations groups, multiple internal and external stakeholders, and partners to project manage both internal and externally led design-build large-scale infrastructure projects ($100M +), and administer associated construction consultancies/contracts.
- Provide project status reports and make recommendations on items such as scope change or mitigation strategies to the Project Management Office, client Branch Manager and Project Sponsor(s).
- Contribute to the development of the departments adoption of project management practices through mentorship, project management framework (PMF) development and training opportunities.
- Develop, shape, and advance project and quality management standards through a project management framework developed for the Engineering Department and support their practical and consistent application through their client branch.
- Identify and manage both project specific and program wide opportunities to enhance overall value to the public from the perspectives of scope, quality, schedule, cost, risk, resources, stakeholder expectations and overall public disruption.

Education and Experience:
- A Technical Diploma in Civil Engineering Technology, Construction Management or a related field.
- Bachelor or Master Degree in Construction Management or Engineering, from a recognized post-secondary institution an asset.
- Project Management Professional (PMP) designation an asset.
- Familiarity with MMCD and CCDC standards.
- Minimum of 8 years of industry experience in project management with progressively complex civil infrastructure projects in an urban environment. Preferred 10+ years of experience.
- Demonstrated working knowledge of quality management frameworks.
- Demonstrated experience developing and reporting on projects and programs, researching and preparing business cases for various projects and initiatives.
- Experience in managing teams and diverse stakeholder groups, including internal and external management of design and field personnel.

- Extensive knowledge of civil engineering practices and procedures related to the design, construction and maintenance of transportation and/or underground utility infrastructure.
- Extensive knowledge of project management methodologies, practices, processes and policies and their application.
- Ability to organize, coordinate, and manage projects and project teams crossing multiple divisions, multiple business processes and multiple stakeholder groups.
- Proven ability to innovate, lead and implement change in the workplace.
- Experience in public consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members.
- Experience working in a matrix reporting relationship an asset.
- Ability to converse with, write reports for and create/deliver presentations to all levels of colleagues and peer groups in ways that support problem solving and planning.
- Ability to manage large workloads, set priorities and multitask effectively.
- Ability to develop and maintain effective working relationships with technical and professional staff, as well as external third parties.
- Ability to manage change and assist others with adapting to change.
- Ability to exercise sound judgment and resolve conflicts arising within the project team or in interactions with others in the most advantageous manner to all parties.
