POSITION SUMMARY
The Senior Project Manager provides strategic leadership in the planning, development, and delivery of major healthcare infrastructure projects on behalf of CHEO. Initially focused on the Integrated Treatment Centre (ITC) project and supporting future campus redevelopment, laboratory, and specialized healthcare infrastructure initiatives, the Senior Project Manager serves as CHEO's owner representative, ensuring project objectives, operational priorities, stakeholder requirements, and organizational goals are successfully integrated throughout project delivery.
The Senior Project Manager is accountable for overseeing all phases of project delivery, including planning, design, procurement, construction, commissioning, operational readiness, transition, occupancy, and post-occupancy activities. Working within a complex healthcare environment, the incumbent provides leadership and direction to Project Managers, Project Coordinators, external Project Management Consultants, Operational Readiness Consultants, architects, engineers, contractors, commissioning agents, and other specialized advisors to achieve successful project outcomes.
The successful candidate will possess extensive experience leading large-scale healthcare capital projects, exceptional stakeholder engagement skills, and demonstrated success managing complex relationships among clinical, operational, technical, governmental, and external partners. This role requires strong leadership, governance, financial management, risk management, and communication capabilities, together with the ability to navigate competing priorities while delivering project outcomes aligned with CHEO's strategic objectives.

POSITION DESCRIPTION
Project/ Program Leadership
- Accountable for the planning, governance, and delivery of major healthcare infrastructure projects from project initiation through occupancy and post-occupancy evaluation, ensuring alignment with CHEO's strategic, clinical, operational, and long-term campus development priorities.
- Develop and maintain effective relationships with executive leadership, government stakeholders, regulatory agencies, consultants, contractors, clinical leadership, and external partners to support project success.
- Lead the identification, assessment, mitigation, escalation, and management of project risks and issues throughout the project lifecycle.
- Direct and coordinate all phases of project delivery, including planning, design, procurement, construction, operational readiness, commissioning, transition, and occupancy, ensuring effective management of scope, schedule, budget, quality, risk, stakeholder expectations, patient safety, and operational continuity requirements.
- Support organizational sustainability, energy efficiency, climate resilience, and long-term asset management objectives through project planning and delivery activities.
Team Leadership and Management
- Provide leadership, mentorship, performance management, and day-to-day direction to Project Managers, Project Coordinators, and other project resources, establishing clear priorities, responsibilities, expectations, and accountability measures.
- Foster a collaborative and high-performing project delivery culture through coaching, professional development, succession planning, knowledge sharing and continuous improvement.
Owner Representation and
Contractor/ Consultant Oversight
- Serve as CHEO's primary representative for assigned major capital projects, ensuring organizational priorities and project objectives are effectively communicated, integrated, and achieved throughout project delivery.
- Ensure project planning, design, construction, and occupancy activities comply with applicable codes, regulations, approvals, permits, and Authority Having Jurisdiction (AHJ) requirements.
- Provide leadership, oversight, contract administration, and performance management of Project Management Consultants, Operational Readiness Consultants, Prime Consultants, contractors, and other project advisors, ensuring delivery aligns with approved project objectives, contractual obligations, quality standards, and performance expectations.
- Review and evaluate project deliverables, controls, reporting, schedules, financial performance, risks, and recommendations, while facilitating the resolution of complex project issues and supporting timely decision-making throughout all phases of project delivery.
- Review and recommend approval of significant project decisions, consultant recommendations, major deliverables, scope changes, and budget adjustments.
- Ensure procurement, consultant selection, contract administration, and project delivery activities are conducted in accordance with CHEO policies and procedures, the Broader Public Sector (BPS) Procurement Directive, applicable legislation, and industry best practices.
- Review consultant and contractor payment applications, change orders, claims, and contractual matters, ensuring compliance with contractual obligations and effective management of project scope, cost, schedule, and risk.
Stakeholder Engagement and Operational Integration
- Oversee consultant-led stakeholder engagement activities involving clinical, operational, research, educational, administrative, and support service groups, ensuring project requirements are effectively identified, validated, prioritized, and incorporated into project planning and delivery.
- Ensure stakeholder consultations, user groups, workshops, governance reviews, and readiness activities support informed decision-making, stakeholder alignment, change management, and successful transition to new facilities, workflows, systems, and operational processes.
- Collaborate with clinical leaders and key support services including Infection Prevention and Control (IPAC), Occupational Health and Safety, Facilities Management, Information Technology, Biomedical Engineering, and Security to ensure project designs, implementation strategies, operational readiness activities, and occupancy plans support patient safety, operational continuity, accessibility, efficiency, and future program requirements.
Construction Implementation, Business Continuity, and Commissioning
- Provide strategic oversight of construction, commissioning, occupancy, and implementation activities in partnership with CHEO's Construction Manager, ensuring delivery aligns with project objectives and minimizes impacts to patient care, hospital operations, research activities, and support services.
- Oversee construction implementation strategies, including phasing, logistics, shutdowns, tie-ins, decanting, swing-space requirements, operational impact assessments, and business continuity plans, ensuring risks are identified, mitigated, communicated, and appropriately approved.
- Ensure construction and commissioning activities comply with healthcare standards, regulatory requirements, Infection Prevention and Control (IPAC) requirements, Interim Life Safety Measures (ILSM), organizational policies, and project-specific safety requirements.
- Monitor project quality, commissioning readiness, occupancy requirements, substantial performance milestones, project close-out activities, warranty management, and post-occupancy support, ensuring deliverables meet approved design intent, operational requirements, regulatory standards, and organizational expectations.
Reporting and Financial Management
- Prepare and oversee executive-level reporting, dashboards, presentations, briefing notes, business cases, and project updates to support governance, decision-making, and performance monitoring.
- Maintain effective project controls, performance indicators, reporting processes, and records management practices to support informed decision-making and project accountability.
- Develop and manage assigned project budgets, cash flow forecasts, contingency tracking, and financial reporting activities, ensuring effective financial planning, monitoring, forecasting, variance analysis, and cost control throughout the project lifecycle.
- Provide advice, analysis, and recommendations to support budget planning, funding requests, and financial decision-making by senior leadership.
- Ensure project financial controls, accountability measures, funding requirements, and reporting obligations are maintained, including support for funding submissions, business case development, and government reporting requirements.
QUALIFICATIONS
- Bachelor's degree in Engineering, Architecture, Construction Management, Project Management or related discipline (Essential)
- PMP certification, P.Eng., OAA, LEED Accredited Professional or equivalent professional designation (Preferred)
- A minimum of seven years of previous project management of major (over 200 million dollars) facility construction, building upgrades, and renovation projects experience including five years of supervision and leadership experience (Essential)
- Experience with Microsoft Sharepoint, Project Management softwares (Essential)
- Proficiency with Microsoft Office software programs and various billing software programs (Essential)
- Bilingualism (French/English) (Preferred)
- Police Record Check (PRC) (Essential)
- Experience in delivering new Children’s Treatment Centre or Hospital (Preferred)
Effective March 29, 2021, CHEO will conduct a more comprehensive pre-screening and evaluation process.
