POSITION DESCRIPTION

The Director, Fleet, Facilities & Procurement reports to the Chief Financial Officer (CFO) and provides strategic leadership for ESA's procurement, facilities, fleet, ensuring the effective stewardship and lifecycle management of related organizational assets.

The role is responsible for developing and implementing strategies, governance frameworks, policies, and service standards that ensure the effective stewardship, optimization, and sustainability of organizational assets, infrastructure, vendor relationships, and procurement activities. The Director supports organizational effectiveness by aligning procurement, facilities, and fleet services with ESA's operational requirements, financial stewardship objectives, and future growth priorities.

ROLE DESCRIPTION

• Develops and implements enterprise-wide procurement, facilities, fleet, and asset management strategies aligned with ESA's strategic priorities.

• Provides strategic leadership for enterprise procurement, including governance, sourcing, contract management, vendor performance management, supplier relationship management activities, and continuous improvement.

• Ensures procurement policies, practices, and controls promote value, transparency, compliance, and effective stewardship of resources.

• Oversees facilities operations, workplace planning, lease administration, maintenance programs, and physical asset management.

• Provides strategic leadership for the development and execution of facilities modernization, workplace improvement, and infrastructure renewal initiatives.

• Provides strategic leadership for fleet management, including lifecycle planning, utilization, replacement strategies, maintenance standards, and operational effectiveness.

• Provides strategic leadership for long-term capital planning and asset investment activities related to facilities, fleet, and physical assets ensuring investments align with organizational priorities, lifecycle requirements, and available financial capacity.

• Establishes performance measures, service standards, and reporting mechanisms to support continuous improvement and accountability.

• Supports enterprise projects and organizational transformation initiatives by providing procurement, facilities, and fleet expertise.

• Builds and maintains effective relationships with internal stakeholders, external suppliers, contractors, and service providers.

• Identifies operational risks, emerging trends, and opportunities to improve efficiency, service quality, and asset performance.

• Leads, coaches, and develops staff while fostering a culture of accountability, collaboration, and continuous improvement.

• Provides strategic advice and recommendations to the CFO and Senior Leadership Team regarding procurement, facilities, fleet, asset management, and related corporate services matters.

• Identifies and manages strategic, operational, contractual, and asset-related risks while implementing appropriate mitigation strategies and business continuity practices.

• Ensures procurement, facilities, and fleet services are delivered efficiently, consistently, and in accordance with established service standards and organizational expectations.

• Champions the use of technology, data, and process improvements to enhance procurement, asset management, facilities, and fleet operations.

Provides leadership on workforce and employee relations matters within the portfolio, working collaboratively with People & Culture to support effective people practices, organizational change, and a positive workplace culture.

QUALIFICATIONS & REQUIREMENTS

• University degree in Business Administration, Supply Chain Management, Facilities Management, or a related discipline.

• Minimum 10 years of progressive leadership experience in one or more of procurement, supply chain, facilities management, fleet management, asset management, or corporate services functions.

• Demonstrated experience leading enterprise procurement programs, contract management activities, vendor relationship management, and competitive sourcing processes.

• Demonstrated experience managing facilities, physical assets, workplace programs, capital projects, and service contracts within a complex organization.

• Experience leading organizational improvement, transformation, modernization, or strategic business initiatives.

• Strong understanding of governance, risk management, financial management, procurement practices, contract administration, and operational planning.

• Demonstrated ability to develop policies, frameworks, service standards, and performance measurement practices.

• Proven ability to lead through change, influence stakeholders, build relationships, and drive cross-functional collaboration.

• Strong analytical, strategic thinking, problem-solving, negotiation, and decision-making skills.

• Excellent communication, presentation, stakeholder engagement, and relationship management skills.

• Experience working within a regulated, public sector, broader public sector, utility, or unionized environment is considered an asset.

• Demonstrated commitment to continuous improvement, customer service excellence, accountability, and organizational effectiveness.
