POSITION DESCRIPTION

The Director, Enterprise Portfolio & Delivery is accountable for establishing, leading, and continuously enhancing ESA’s Enterprise Portfolio Management Office (EPMO) to support the effective delivery of strategic initiatives, transformation programs, and enterprise priorities. The role provides enterprise-wide leadership for portfolio governance, project and program management practices, delivery oversight, resource coordination, performance reporting, and organizational change management to ensure initiatives are aligned with ESA’s strategic objectives and delivered in a consistent, disciplined, and transparent manner.

The Director works collaboratively across all portfolios to coordinate enterprise initiatives, manage delivery interdependencies, and support enterprise prioritization and execution. The role plays a key leadership role in advancing ESA's transformation agenda through effective governance, delivery oversight, organizational change leadership, and enterprise portfolio management. The role is also accountable for establishing and maturing ESA’s enterprise change management capability, ensuring organizational readiness, adoption, and realization of intended business outcomes.

As a member of the Strategy & Transformation leadership team, the Director provides leadership, coaching, and direction to EPMO staff and project resources, fostering a culture of accountability, collaboration, innovation, and delivery excellence. The Director promotes consistent portfolio, project, and change management framework and practices, enterprise thinking, and effective cross-functional coordination to support ESA’s strategic priorities and long-term organizational success.

ROLE DESCRIPTION

General / Overall Leadership

• Acts as a key member of the Strategy & Transformation leadership team, contributing to the development and execution of ESA’s strategic priorities and transformation agenda.

• Champions enterprise thinking, collaboration, accountability, and continuous improvement across all areas of responsibility.

• Promotes and models ESA’s values, Code of Business Conduct, and leadership expectations.

Strategic Portfolio Delivery

• Provides enterprise leadership for portfolio optimization, ensuring resources are focused on initiatives that deliver the greatest strategic value and organizational outcomes.

• Establishes and leads enterprise portfolio governance, including initiative intake, prioritization, sequencing, resource allocation, and decisions to commence, continue, defer, or discontinue initiatives.

• Leads the development and continuous improvement of ESA’s enterprise portfolio management framework, governance, standards, methodologies, and capabilities.

• Advises executive leadership on portfolio performance, organizational capacity, delivery risk, investment trade-offs, dependencies, and competing priorities, providing recommendations to support timely decisions.

• Oversees enterprise initiatives, transformation programs, and cross-functional projects, ensuring alignment with strategic priorities, organizational capacity, and expected outcomes.

• Leads portfolio risk and dependency management, identifying systemic risks, emerging issues, resource constraints, and cross-portfolio dependencies and recommending mitigation strategies.

• Provides enterprise portfolio reporting to executive leadership and Board committees, including portfolio dashboards, health metrics, delivery status, risk assessments, benefits realization, and organizational capacity.

• Drives cross-functional collaboration and resolution of enterprise dependencies and delivery challenges across portfolios.

• Builds project, program, and portfolio management capabilities across ESA and promotes consistent delivery practices, accountability, innovation, and continuous improvement.

• Develops and manages EPMO budgets, resource plans, operational requirements, and portfolio capacity, ensuring effective stewardship and compliance with financial and governance requirements.

• Supports major organizational transformation and change initiatives, ensuring change management and organizational readiness are integrated to enable adoption and realization of intended outcomes.

• Builds strong relationships with executives, senior leaders, sponsors, and business stakeholders to advance enterprise priorities.

• Partners with Labour Relations to identify workforce and collective agreement considerations, mitigate organizational risk, and align initiatives with workforce strategies.

• Maintains awareness of emerging trends and leading practices in portfolio management, program delivery, transformation, governance, and organizational execution.

Change Management

• Provides enterprise leadership for organizational change, ensuring ESA is prepared to adopt and sustain strategic initiatives and realize intended business outcomes.

• Develops and leads ESA’s enterprise change management strategy, framework, standards, methodologies, and governance.

• Provides strategic advice to executive leadership on organizational readiness, change impacts, adoption risks, workforce implications, and change priorities.

• Establishes enterprise standards for change management activities (e.g., change impact assessment, stakeholder engagement, communications, training, readiness, adoption, and benefits realization) across strategic initiatives and transformation programs.

• Ensures enterprise change priorities are incorporated into portfolio governance, investment decisions, and strategic initiative planning.

• Assesses organizational capacity and change saturation to identify competing demands, dependencies, and risks across the enterprise.

• Provides oversight of change management for major transformation initiatives, ensuring coordinated and sustainable adoption across business units.

• Establishes enterprise performance measures and reporting requirements to assess organizational readiness, adoption, and change effectiveness.

• Sponsors the development of enterprise change management capability and maturity across ESA, ensuring appropriate tools, resources, training, and support mechanisms are in place.

• Builds strong relationships with executives, senior leaders, project sponsors, business leaders, and other stakeholders to align change priorities and drive successful adoption.

• Partners with Human Resources, Labour Relations, Communications, and other corporate functions to address workforce impacts and organizational readiness.

• Promotes enterprise-wide collaboration, accountability, innovation, and continuous improvement in the management of organizational change.

• Maintains awareness of emerging trends, leading practices, and innovations in organizational change, transformation, employee engagement, and adoption.

QUALIFICATIONS & REQUIREMENTS

• University degree in Business Administration, Organizational Leadership, or a related discipline.

• Project Management Professional (PMP) or equivalent certification is considered an asset.

• Prosci Change Management Certification, Certified Change Management Professional (CCMP), or equivalent change management certification is considered an asset.

• Minimum 10 years of progressive leadership experience in enterprise portfolio management, program delivery, transformation, strategy execution, or organizational change.

• Minimum 5-8 years of people leadership experience, including leading professional and multidisciplinary teams.

• Experience establishing or leading enterprise portfolio management offices (EPMOs), project management offices (PMOs), or comparable enterprise delivery functions.

• Experience leading or supporting large-scale transformation, business modernization, or enterprise strategic initiatives.

• Experience working within regulated, public sector, utility, or unionized environments is considered an asset.

• Strong expertise in portfolio management, governance, strategy execution, resource planning, risk management, benefits realization, and enterprise reporting.

• Proven ability to develop governance frameworks, portfolio dashboards, performance measures, and executive reporting.

• Knowledge of resource planning, prioritization methodologies, risk management, and benefits realization practices.

• Strong stakeholder management, influencing, coaching, mentoring, negotiation, and conflict resolution skills.

• Excellent communication and presentation skills, with experience supporting executive-level decision-making.

• Proven track record of improving organizational delivery through effective governance, process improvement, prioritization, and cross-functional coordination.
