The expected starting base salary for this position is $125417 $131689 annually depending on a variety of factors including qualifications and experience. Once hired you will progress through a wider salary range over time as you continue to develop job knowledge skills and competencies for the role.

What youll be doing
The Professional Conduct Review Consultant (PCR Consultant) is responsible for investigating complaints about the BC College of Nurses and Midwives (BCCNM) licensees accepted by the Inquiry Committee in accordance with the Health Professions and Occupations Act (HPOA) along with the application of Declaration on the Rights of Indigenous Peoples Act (DRIPA). The Consultant actively participates in the negotiation of restrictions limitations or conditions on registration for licensees on behalf of the Inquiry Committee. The Consultant is also responsible for reporting on the investigation and resolution of complaints concerns or allegations as required under the HPOA DRIPA and the college Bylaws.
The PCR Consultant works with and responds to employers legal counsel the BC Nurses Union (BCNU) licensees the Inquiry Committee HPRB members of the public and other external parties about complaints concerns or allegations.
Key responsibilities include:
- Investigates complaints concerns or allegations received by the College about current and former licensees in accordance with the Health Professions and Occupations Act (HPOA) Declaration on the Rights of Indigenous Peoples Act (DRIPA) and college Bylaws and policies.
- Prepares reports on investigative findings as a result of an investigation into a complaint concern or allegation about a current or former licensee and presents the report to the Inquiry Committee for its review and consideration.
- Where possible participates in the negotiation of the resolution of complaints through a consensual complaints resolution process on behalf of BCCNMs Inquiry Committee which could include assisting with the drafting and ratifying of consensual complaint resolution agreements.
- Collaborates with the Monitoring team to ensure that licensees practicing with conditions limitations or restrictions on their registration are practicing safely and in accordance with any consensual complaint resolution agreement they have signed with the College.
- Liaises with legal counsel as required to ensure that the PCR program investigations and the consensual complaints resolution process is compliant with the HPOA.
- Participates in the development and updates of policy and procedures related to the PCR Program.
- Critically assesses current systems and processes to ensure optimum use of resources towards achieving a fair transparent and efficient PCR Program at BCCNM.
- In collaboration with other PCR staff members develops reviews and evaluates the quality assurance and quality improvement targets for the PCR Program.
- Provides information and statistics to BCCNMs Board and other interested parties regarding investigations and complaint resolution as required.
- Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing Indigenous-specific racism in BCs health care system
- Fosters and maintains an organizational culture that promotes mutual respect teamwork and service excellence.
Your education & skills
- MA/MSc in Nursing or Health Care an LL. B or Juris Doctor or equivalent education and experience.
- 7 10 years progressively responsible nursing or equivalent relevant experience.
- Understanding of administrative law processes and/or mediation and negotiation will be given preference
- Direct experience conducting investigations. Knowledge of trauma-informed investigative practice is an asset.
- Specific direct experience investigating and resolving complaints within the health care system that involves Indigenous peoples is highly preferred.
- Demonstrated understanding of diversity inclusion and cultural safety and humility as they apply to investigations regulatory complaints resolution process and health care.
- Ability to make difficult and objective decisions under pressure and with limited information.
- Strong communication skills both written and verbal are required. Strong interpersonal skills and the ability to negotiate and manage conflict are essential to the position.
- Ability to manage an independent complex workload while contributing effectively to the team.
- Ability to develop implement and maintain organizational policies procedures and standards. Demonstrated attention to detail.
- Advanced skills and experience using MS Office MS CRM Dynamics MS SharePoint Webex web browsers and search engines.
- Experience in responding to individuals living with mental health illness and/or substance misuse disorders is an asset.
- If a midwife must hold practicing or non-practicing licensure in good standing with BCCNM. If a nurse must hold practicing licensure in good standing with BCCNM.
- Travel on occasions primarily within BC is a requirement.
- Knowledge of the Health Professions and Occupations Act (HPOA) Declaration on the Rights of Indigenous Peoples Act (DRIPA) and BCCNM bylaws is an asset.
- Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts including social economic political and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commissions 94 Calls to Action (2015) the In Plain Sight Report (2020) and Reclaiming Power and Places Calls for Justice (2019)) is an asset.
- Demonstrated understanding of equity diversity inclusion and cultural humility as they apply to health care is an asset.
