Job Summary

The Learning & Development Coordinator applies learning and development expertise to support workforce capability development across Public Works. Working closely with frontline employees, supervisors, managers, subject matter experts, service providers, and learning professionals, the incumbent helps identify learning and development needs, understand operational challenges, and support learning initiatives that contribute to workforce readiness, safe operations, operational performance, service excellence, and continuous improvement. The role supports the operational workforce responsible for delivering essential municipal services and helps ensure employees have the knowledge, skills, and training required to perform their work safely and effectively.

Combining learning and development expertise with an understanding of operational environments and municipal service delivery, the Learning & Development Coordinator works across service areas to understand workforce needs, identify capability gaps, emerging workforce challenges, and development opportunities, and translate operational priorities into learning initiatives, plans, and solutions. Through needs assessment, partner engagement, service provider liaison, learning plan development, initiative implementation, and evaluation of learning outcomes, the incumbent helps ensure learning and development efforts are aligned with operational priorities and create measurable impact.

The Learning & Development Coordinator works with service areas to develop annual and cyclical learning plans, identify role-specific learning and training requirements, and support customized learning solutions that reflect operational realities. By identifying trends, themes, and opportunities across service areas and making recommendations for continuous improvement, the incumbent contributes to a skilled, capable, confident, safe, and future-ready workforce.

Education And Experience

Completion of 3 year university degree

Minimum of 4 years of progressively responsible experience in training and development program co-ordination, support, implementation and evaluation.

KNOWLEDGE

• Possess general knowledge of the corporation, departmental business requirements, policies and organizational structure
• CUPE Local 503 (Inside/Outside) Collective Agreement, along with associated program documents (e.g. MAB, CMZ Training Program, Forestry In-Training Program, etc.)
• Human Resources practices and principles related to staffing and scheduling
• Training and development practices and evaluation methodology
