Job Summary
Reporting to the Director, Capital Reporting and Tax Policy, this position provides leadership and oversight for the Region’s capital budgeting and asset reporting.
This position is responsible for the development and administration of capital state-of-good-repair planning and long-term financial sustainability. This role also provides oversight of the corporation’s capital asset inventory, capital asset sub ledger and capital asset financial reports and analysis, to ensure accounting transactions associated with capital assets are accurate, complete and compliant with legislation and in accordance with Canadian Public Sector Accounting Standards (PSAB).
Duties & Responsibilities
- Responsible for the development of the Region’s state of good repair capital financial programs.
- Develop and plan long-term capital financial plans to ensure the Region’s state of good repair capital programs are supported by long-term sustainable financial plan, in accordance with Council approved financing policies and in support of the Strategic Action Plans.
- Monitors and controls state of good repair capital expenditure tracking, financial forecasting, and financial performance reporting.
- Responsible for internal/external reporting requirements (Provincial/Federal funding reports, including Canada
- Community Benefit Fund, municipal infrastructure funding, TCA etc.)
- Supports preparation and/or implementation of the Asset Management Plans
- Oversee reserve and reserve fund maintenance and transactions in accordance with Council approved policies.
- Responsible for the management of capital asset sub ledgers for the Region including continuity schedules for additions, retirements and other changes.
- Responsible for the completeness, integrity and quality of capital asset information in the Region’s information systems (SAP and RIVA).
- Responsible for the oversight of reconciliations to ensure accuracy and completeness of capital asset inventory received from other systems.
- Responsible for assessing the impact of new PSAB reporting requirements or other business process changes on asset reporting systems, policies and procedures for assets, asset retirement obligations and contaminated sites.

- Lead, mentor and develop a team that promotes a collaborative, high-performance culture focused on accountability, service excellence, and continuous improvement.
- Invest in building strong relationships and partnerships with departments as business partners.
- Develops a deep understanding of capital operations and demonstrates responsiveness to senior management needs.
- Manage and support projects and improvement initiatives ensuring quality, accuracy and timely deliverables in support of the assigned budgets.
- Applies established policies, frameworks and financial principles to guide decision making; ensures financial processes and policies are followed that maintain effective corporate accountability and governance.
- Support the preparation and presentation of financial reports to senior leadership and Regional Council.
- Delivers clear, data-driven insights and report to senior leadership and executive committees.
- Identify issues, risks and opportunities and escalates or resolves them based on impact and complexity.
- Develops and enhances performance measurement, and reporting practices to strengthen organizational planning and accountability.
- Leads ongoing review and optimization of business processes to identify efficiency opportunities, streamline workflows, and drive a culture of continuous improvement across the team.
- Subject Matter Expert in state-of-good-repair capital budget and financial asset reporting to support digital transformation of technology and processes.
- Performs additional duties as assigned
Skills & Qualifications
- Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related discipline.
- Chartered Professional Accountant (CPA).
- Minimum five (5) years experience in financial analysis and reporting.
- Minimum three (3) years leadership experience.
- Demonstrated ability to lead, coach, influence, and motivate staff.
- Knowledge of requirements under applicable legislation (Municipal Act, etc.).
- Strong written and verbal communication skills, including the preparation of clear, concise reports and delivery of presentations.
- Well-developed planning and organizational skills, with the ability to manage competing priorities effectively.
- Self-motivated and results oriented, able to perform accurately under tight deadlines with strong attention to detail.
- Demonstrated analytical, conceptual, and strategic thinking skills to support sound financial decision making including political acumen.
- Collaborative, hands-on team player who interacts professionally and effectively with staff across the organization and with external stakeholders.
- Proficiency with MS Office, with advanced Excel skills for financial modelling.
- Knowledge of SAP.
- Experience in municipal finance.
- Combination of education and experience may be considered.
