Senior Manager, Education, Advocacy and Communications (Winnipeg)

Key Responsibilities

• Strategic Leadership: Work with the leadership team to oversee the implementation and evaluation of the anti‑racism & anti‑oppression action plan; collaborate with staff to center equity & justice in programming, operations, and team health; implement organizational strategic priorities.
• Advocacy & Community Relations: Build and nurture relationships with government agencies, community partners, funders, and advocacy groups; identify, communicate, and evaluate advocacy priorities; advance individual and systemic advocacy in federal and provincial correctional facilities; represent PASAN at coalitions and events.
• Program Management & Communications: Monitor developments in harm reduction, HIV, and HCV in correctional settings; translate government policies into accessible language; oversee the creation of communications and educational materials, including social media posts, website updates, and publications; develop and publish calls to action, letters to elected officials, and opinion articles.
• Financial & People Operations: Provide support and mentorship to the In‑reach prison staff team; conduct annual performance evaluations and identify training opportunities; oversee a program budget of $500k+ and mitigate risks; collaborate on fundraising strategies and write funding applications.

Essential Qualifications

• Demonstrated knowledge of the contexts affecting incarcerated people and those previously incarcerated in Ontario.
• Track record of building and leading programs that center racial justice, equity, and inclusion and respond to community needs.
• Ability to apply a racial justice lens to cultural safety and trauma‑informed practices to dismantle systemic barriers.
• Experience leading community development that uplifts the voices of over‑represented communities in the carceral system.
• Proven experience developing and implementing successful advocacy campaigns in a nonprofit context.
• Strong ability to navigate conversations with diverse audiences while demonstrating tact, empathy, and professionalism.
• Knowledge of, and experience working with, equity‑deserving communities, including low‑barrier services and programs.
• Experience leading, motivating, and supporting a highly skilled team.
• Strong facilitation, presentation, and written communication skills across blogs, newsletters, social media, and press releases.
• Capacity to interpret and translate government policies into accessible, action‑oriented language.
• Self‑motivated, results‑driven, and strategic mindset to expand PASAN’s reach and impact.
• Ability to travel when required; ability to obtain clearance for federal and provincial correctional institutions.

Preferred Assets

• Experience advocating for or working with incarcerated individuals and their families.
• Experience working in a unionized environment.
• Experience applying restorative justice principles and practices.
• Experience working within an intergenerational team.
• Experience with CRM databases, content management systems, HTML, and/or graphic design.
