Web Analyst

Halifax Regional Municipality is inviting applications for one (1) permanent full-time position of Web Analyst in Information Technology, Data Analytics and Visualization.

Reporting to the Manager, Digital Services, the Web Analyst is the pivotal business liaison between the HRM business units, IT and the contracted web hosting service vendor. Responsible for supporting strategic goals and online service delivery objectives, the Web Analyst must have strong interpersonal skills with the ability to bring cross-functional and multi-level groups together to work toward upgrades and changes in technology while adhering to our web content governance and quality standards. The role will also function as key advisors for solution implementations, provide training, testing and quality assurance, ensuring business users are following web standards for project and change management.

DUTIES AND RESPONSIBILITIES

• Manage change control through triaging service requests & incidents to resolve and/or escalate for bug fixes or enhancement development.
• Content publishing, user administration, quality assurance, site audits, reporting and testing.
• Audit web content to ensure consistency in messaging, accessibility standards and voice.
• Coordinate concurrent operational projects, provides technical guidance and expertise, monitors, expedites, troubleshoots, and reports on the design, development, testing, acceptance, implementation and maintenance of online services on the web.
• Coordinate web enhancement work packages, liaison with appropriate technical resources and host vendor, and monitor delivery schedule.
• Liaise with all stakeholders, including internal support providers, to ensure that they have made all necessary preparations required for transition to new processes and tools.
• Communicate with IT staff and management regarding business unit progress and readiness for changes in technology.
• Provide post-implementation and enhancement support services for online services implementations.
• Create educational material and facilitates training sessions to educate internal stakeholders about approved web processes and protocols, including staff, managers and elected officials.
• Content author support, training and advisory services to the 100+ business unit content contributors; includes reviewing all content, coaching as necessary, and advising on how to optimize content for on-line deployment.
• Work closely with business units to integrate service delivery outcomes with enhancement opportunities that make use of web technologies and systems as they digitize service delivery.
• Develop comprehensive needs assessments with users, specialists and clients; to define online services requirements, assess risks and contribute to preparation of client business cases, perform costing estimates, estimate resource requirements, and coordinate implementation of deployments.
• Continuously review and update the web content governance and management processes.
• Active participants as subject matter experts, providing guidance and direction in regular web governance group meetings with business units to prioritize enhancement requests and deployments.
• Provide web content expertise in identifying, evaluating and assisting in the implementation of processes and web technologies (COTS, custom developed, etc.) to help solve complex business issues.
• Evaluate product, content, and services for accessibility and usability.
• May be required to recommend actions and make decisions that would impact the work of other HRM employees (i.e. shutdown of website or other systems).

QUALIFICATIONS

Education and Experience

• Post Secondary Degree or Diploma in a related field such as Computer Science, Communication, Business Administration, or a program specializing in web administration, web design or related technical field;
• Five years of progressive responsibility in information technology and communication, including at least two years of working directly in web content management, project, consulting, and relationship management experience in direct delivery and support of online related services;
• Experience in customer service/account management, business analysis, and project management;
• Experience in IT service delivery and support in a multi departmental business environment and/or the public sector;
• Experience in optimizing metadata for search engines.

• Demonstrated ability in managing strong working relationships with a broad and varied group of clients, stakeholders, vendors, and partners;
• Demonstrated ability to understanding customer needs - defining business requirements, defining options to meet identified needs, analytical and performance measures methods such as process mapping, business process re-engineering. Using evidence base data to provide context to change requests;
• Demonstrated knowledge of systems development lifecycle;
• Demonstrated knowledge of Google Analytics;
• Familiarity with Digital Accessibility concepts;
• Familiarity with project management methodologies (Waterfall, Agile, Extreme, RAD, etc.);
• Familiarity with change and release management procedures;
• Familiarity with Municipal policies and procedures - trends and developments in the information services field; business planning and online service delivery;
• Familiarity with ITIL practices.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Permanent, full-time.

HOURS OF WORK: 8:30 am to 4:30 pm, Monday to Friday. Some overtime may be required.

SALARY : $44.15 per hour as per the NSGEU Local 222 Collective Agreement.

WORK LOCATION: 14th Floor Barrington Tower, Halifax (Hybrid FlexWork Program available).
