OVERVIEW OF DIANA

NATO DIANA is the Defence Innovation Accelerator for the North Atlantic, a NATO body dedicated to finding and accelerating innovation to provide decisive defence and security effects for the Alliance, while fostering deep-tech innovation.

NATO DIANA is comprised of a Board of Directors, representing all 32 nations, and an operational team referred to as the DIANA Executive (“DX”). Operating from three offices in Europe and North America, the DX leverages a network of military end users, world-leading accelerator sites, test centres, professional mentors and experts, and Allied expertise to accelerate the most innovative technologies from across the NATO Alliance. OVERVIEW OF THE ROLE

DIANA runs its business operations on a cloud-native digital estate spanning Microsoft 365, the Microsoft Power Platform, Dynamics 365, and a broad portfolio of SaaS tools supporting Finance, Procurement, Human Resources, Communications, and Programme Delivery teams.

The Business Analyst leads the analysis and optimisation of business processes, translating business needs into functional requirements, user stories, and solution specifications that support the delivery of digital capabilities across the organisation.

Working closely with stakeholders, project teams, and technology partners, the incumbent supports the successful delivery, adoption, and continuous improvement of business systems and digital solutions, ensuring they deliver measurable business value, improve operational efficiency, and align with organisational objectives.

Reporting to the Project Manager, IT.

Duties of this role include:

Analyse and optimise business processes across DIANA functions, identifying opportunities for improvement and supporting the redesign of workflows aligned with organisational objectives.

Lead the business analysis workstream for DIANA OS, coordinating business analysts, governing requirements, and ensuring alignment with business needs.

Elicit, document, validate, and manage business requirements, translating them into functional specifications and user stories for delivery teams.

Support the delivery of business systems and digital solutions by coordinating requirements management, facilitating stakeholder engagement, and enabling effective collaboration between business and technical teams.

Support change management activities, including training, user guidance, communications, and adoption of new systems and processes.

Support system configuration, data migration, testing activities, including user acceptance testing, and the development of functional and process documentation.

Develop and maintain reports, dashboards, and analytics that provide business insight and support organisational decision-making.

Perform any other related duties as may be required.

ROLE REQUIREMENTS, QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must have:

A Bachelor’s degree from a nationally recognized/certified University in Business Administration, Finance, Information Systems, or a related discipline with at least 2 years' relevant business analysis experience; or exceptionally 6 years' progressive professional experience in lieu of a degree.

Proven experience as a Business Analyst supporting enterprise business applications and SaaS platforms, including business process analysis, requirements gathering, and solution specification.

Demonstrated ability to analyse, map, and optimise business processes, and develop business cases, functional specifications, and user stories.

Experience supporting the delivery of business systems or ERP projects, including requirements management, stakeholder engagement, planning, and progress tracking.

Strong stakeholder management and communication skills, including the ability to facilitate workshops, elicit requirements, and translate business needs into technical requirements.

Experience supporting change management, user adoption, training, and the implementation of new business systems and processes.

Experience with system configuration, data migration, testing (including UAT), documentation, and Agile delivery methodologies.

The following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; and I (“Beginner”) in the other.

NOTE: Most of DIANA’s internal work is conducted in the English language.

DESIRABLE

The following would be considered an advantage:

Experience working in a government, defence, or international organisation context. Post related relevant certifications, such as Microsoft Certified: Dynamics 365 Finance Functional Consultant Associate, a Power Platform certification, or a business analysis certification (e.g. BCS or IIBA/CBAP). Familiarity with DIANA’s SaaS estate (e.g. Dynamics 365, Power Platform, HubSpot, Box, Asana, BambooHR, Docusign). Experience with data analytics and reporting tools (e.g. Power BI). Knowledge of NATO institutional framework, policies and procedures.

CONTRACT 

In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an extension. 

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
