As the Manager, HR Information Management, you will lead the governance, security, quality, and appropriate use of strategic human resources information assets across the Public Service Commission.

Reporting to the Director, Workforce Intelligence and Systems, you will lead a professional team responsible for HR information systems, information governance, data quality, records management, and related information services. You will oversee system improvements and information management practices that support HR service delivery, workforce planning, policy development, reporting, analysis, and informed decision-making.

Working with senior leaders, departments, technology teams, corporate partners, and service providers, you will establish priorities, manage risks, and ensure HR information and systems are reliable, secure, and managed in accordance with legislation, policy, and privacy requirements.

You will also support continuous improvement by maintaining an understanding of emerging technologies, including artificial intelligence and automation, and exploring how they can responsibly streamline processes and improve services.

• Strategic Leadership and Service Direction: Sets priorities and provides strategic direction for HR information systems, information governance, records management, and related services. Aligns team plans and resources with organizational and government priorities.
• Information Governance and Data Quality: Leads frameworks, standards, and processes that support the accuracy, reliability, consistency, security, and appropriate use of workforce information.
• HR Information Systems Management: Oversees system enhancements, upgrades, integrations, support models, and service improvements to ensure HR technologies meet organizational and user needs.
• Privacy, Security and Risk Management: Leads security frameworks and controls for HR information. Ensures practices align with legislation, policy, privacy requirements, and the Public Service Commission's security and risk profile.
• Records and Information Management: Oversees the Commission's records management program and ensures information is collected, used, retained, protected, and disposed of in accordance with legislative and policy requirements.
• Technology, Innovation and Continuous Improvement: Provides leadership for the continuous improvement of HR information systems and information management services. Maintains an understanding of emerging technologies, including artificial intelligence and automation, and supports the responsible exploration of opportunities to streamline existing processes, reduce manual effort, and improve service delivery while considering privacy, security, information governance, and operational risk.
• Partnerships, Advice and Organizational Enablement: Builds relationships with senior leaders, departments, corporate partners, service providers, and vendors. Provides advice on complex information management and technology matters and leads communication, consultation, training, and education activities.
• People and Resource Management: Leads and develops a professional team, establishes priorities and performance expectations, and promotes collaboration, inclusion, and employee development. Manages financial and operational resources in accordance with government policies and approved budgets.

You have a post-secondary degree in public administration, policy, business, human resources, information management, information technology, or a related discipline, along with a minimum of three years of related supervisory or management experience. An equivalent combination of education, training, and experience may be considered.

You have demonstrated experience leading professional staff, managing resources, setting priorities, and delivering complex initiatives in an environment with competing demands. You are an organized and adaptable leader who exercises sound judgement, delegates effectively, and supports employees through organizational and technological change.

You also possess:

• Experience with enterprise systems such as SAP, SuccessFactors, PeopleSoft, or comparable HR or business technology platforms, preferably through implementation, enhancement, administration, or operational support.
• Experience with information systems management, operational planning, business cases, reports, recommendations, and briefing materials.
• Experience developing or implementing information management, data governance, data quality, records management, security, or privacy frameworks and processes.
• Knowledge of applicable freedom of information, privacy, information protection, and records management legislation and requirements.
• Experience leading corporate change initiatives, technology projects, or service improvements.
• The ability to assess risks, analyze complex issues, develop practical recommendations, and provide advice to senior leaders.
• Strong written, verbal, consultation, and relationship-building skills.
• The ability to manage multiple projects, assignments, and competing priorities.
• Proficiency with common workplace technologies, including Microsoft Word, Excel, PowerPoint, Outlook, and collaboration tools.
• An understanding of emerging technologies, including artificial intelligence and automation, and a willingness to explore their responsible use in improving processes and services.

The following would be considered assets:

• Experience with HR information systems, digital document management systems, or electronic records management systems.
• Experience with enterprise HR technology implementation, integration, configuration, security, access management, or system governance.
• Experience with data lifecycle management, data quality frameworks, data models, analytics, or workforce information.
• Experience evaluating technology risks, privacy impacts, security controls, or the responsible use of emerging technologies.
• Experience with, or an interest in further developing knowledge of, artificial intelligence, automation, or other emerging technologies that support business and service improvement.
• A professional certification in project management, change management, information management, privacy, records management, human resources, business analysis, information technology, data management, or process improvement.
• Familiarity with service management, Lean, Agile, Design Thinking, content management systems, or working with third-party service providers.

Normal work week is 35 hours/week, 7 hours/day.

Pay Grade: EC 12

Salary Range: $3,929.22 - $4,911.52 Bi-Weekly
