The City of Toronto's Corporate Real Estate Management division is seeking an experienced and innovative Supervisor Training & Compliance to join the Project Management Office (PMO) team.

Reporting to the Manager, Governance and Controls, and collaborating with PMO stakeholders, the Supervisor Training & Compliance will lead the development, delivery, and evaluation of a comprehensive training program for both unionized and non-union staff. This includes supporting onboarding for new and existing employees, facilitating training and alignment for the new PPMS system, and tailoring required training as part of corrective action plans. The role also involves engaging stakeholders to deliver in-person training sessions and workshops.

The Supervisor will play a key role in supporting the rollout of the PPMS system by advising on, coordinating and overseeing training and development initiatives associated with this transformative technology project. The successful candidate will provide strategic guidance, learning and eLearning solutions, implementation approaches, program delivery leadership, and analytical support to advance a continuous improvement model.

This position will lead the design and delivery of training to address complex learning needs, including compliance training, leadership development, and staff education. The Supervisor will provide leadership across the full training lifecycle, including needs assessment, learning solution design, curriculum development, implementation, and evaluation.

Major Responsibilities:

  • Plan, develop and deliver training to support quality client service, advance professional development, and ensure compliance with applicable program, service, and legislative requirements, directives, and mandates.
  • Develop and conduct training evaluations and related activities e.g., focus groups, workshops, surveys, questionnaires, and analyses data to improve staff's knowledge, skill acquisition, and technical training; measure staff learning and increase in knowledge from the training and review behavioral change and performance improvement after applying skills/training.
  • Motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourage innovation in others.
  • Collaborate with team and stakeholders to support the development of procedures to reflect processes, workflows, and requirements.
  • Implement detailed plans and recommend policies/procedures regarding project and program management specific requirements.
  • Create divisional, branch, and/or business unit-specific learning content for a variety of delivery methods including instructor-led in person training and eLearning; job aids and learning guides; multimedia programs; and virtual training and other computer-aided instructional technologies.
  • Lead the development of training curricula and tailor course plans to address the learning goals and objectives of the Division's various stakeholders.
  • Conduct needs assessment to identify performance gaps, gathers requirements and data to identify performance issues and potential causes, articulates measures of success and expected outcomes.
  • Support the division in improving job performance through training solutions and to mentor
  • Regularly review and update training materials to ensure up-to-date, relevant content that effectively and efficiently addresses divisional operational requirements and enables learner engagement.
  • Model leadership behaviours in the workplace and influence staff to demonstrate corporate values, climate, and tone; create and maintain a positive and professional learning environment.
  • Deal with confidential and sensitive information affecting staff, operations, resources, and finances related to divisional processes, functional policies, programs, audits, strategies of a confidential nature.
  • Prepare various formal project documents such as Requests for Information, Proposals, Quotations, Statements of Work and Service Level Agreements as required.
  • Inform and educate managers and business users on the potential of learning and eLearning, related technology trends, the effective use of eLearning business and technology solutions through several types of information/education sessions and demonstrations (e.g., online workflows, portal technology, system connectivity, data etc.).
  • Develop and maintain a quality assurance framework and administer monitoring/tracking mechanisms for the purpose of regulatory reporting, continuous improvement and document and records management.
  • Stay abreast of current learning technology (formal, informal, social learning, eLearning) and industry best practices; research and identify a wide range of emerging eLearning issues, evaluation strategy, and implementation approaches applicable to the TPS environment.
  • Ensure all training provided to divisional staff is documented in the City's online learning inventory, ELI; ensure divisional training is also captured for all staff in ELI.
  • Monitor and maintain training records for the division's staff and provide the project team and divisional leadership teams regular updates.
  • Ensure resolution of training support cases related to programs operated by the Division.

Key Qualifications:

  1. Post-secondary education in Adult Education, Educational Technology, or Instructional Design or the equivalent combination of education and related experience.
  2. Considerable experience in identifying training needs and designing, developing, and delivering diverse learning solutions (e.g., in-person, virtual, and self-directed programs) using instructional design methodologies and adult learning principles, in large-scale or organization-wide initiatives.
  3. Experience supervising or managing staff, including leading and facilitating workgroups, motivating teams, and evaluating performance.
  4. Considerable knowledge of Microsoft Office products in order to create reports, spreadsheets, presentations and exams (e.g. Word, Excel, PowerPoint).
  5. Familiarity working in a unionized environment.
  6. Ability to engage and collaborate effectively with internal partners/stakeholders and to provide learning advice and counsel.
  7. Knowledge of eLearning standards and best practices (such as accessibility) as well as emerging learning technologies (e.g. social learning, eLearning, blended learning).
  8. Strong project management skills with ability to work in a fast-paced environment, managing changes and competing priorities.
  9. Knowledge of the Ontario Occupational Health and Safety Act, the Accessibility for Ontarians with Disabilities Act, and Collective Agreements.
