Position Summary

Reporting to the Director, Facilities Management, the Manager of Energy & Sustainability is responsible for the planning, coordination, and oversight of campus energy systems, utilities, and specialized technical services at Mount Allison University. The incumbent provides technical leadership related to energy management, heating plant operations, building automation systems, and associated infrastructure, and supports the University's objectives related to safety, reliability, environmental sustainability, and regulatory compliance.

This position is responsible to ensure the energy efficient operation of the university's heating plant systems, working closely with the Manager of Campus Infrastructure and Utilities and a team of Power Engineers and maintenance workers.

The incumbent works closely with Facilities Management staff, consultants, contractors, and internal and external stakeholders to ensure the effective operation, optimization, and renewal of complex building systems across campus. They are also responsible for providing technical advice as required on daily operations matters, as well as with respect to planning and execution of new projects.

As a member of the Facilities Management leadership team, this position plays a key role in ensuring energy efficient, sustainable, safe, clean and functional physical university facilities, and fostering employee engagement, development and teamwork through proactive communication and planning, innovation and leadership. This position is essential to the University's ongoing efforts to improve the energy efficiency and environmental sustainability of its operations.

The incumbent requires a high level of technical expertise and independent judgment. Work is performed under the general direction of the Director, Facilities Management and involves responsibility for planning, analysis, coordination, and problem-solving related to energy and technical systems. The incumbent is expected to provide expert advice and recommendations, manage competing priorities, and respond to operational and emergency situations as required.

Responsibilities

Energy Management and Utilities

  • Plan, coordinate, and oversee the operation and performance of campus energy systems, including the heating plant, energy distribution systems, and associated utilities.
  • Monitor energy consumption and utility costs; analyze trends and identify opportunities to improve efficiency and reduce operating costs.
  • Support the development and implementation of energy management and conservation initiatives aligned with institutional sustainability goals.
  • Coordinate energy metering, monitoring, and reporting activities.

Heating Plant and Critical Infrastructure

  • Provide technical oversight of heating plant systems, including boilers, stacks, tanks, and related safety and emissions infrastructure.
  • Ensure heating plant operations comply with applicable legislation, codes, permits, and regulatory requirements.
  • Support contingency planning and operational continuity for critical energy infrastructure.

Building Automation and Technical Systems

  • Oversee the operation, maintenance, and optimization of Siemens building automation system (BAS), controls, and monitoring platforms.
  • Provide technical leadership related to HVAC controls, alarms, fire alarm system, access controls system and other similar systems.
  • Coordinate commissioning, re-commissioning, and performance verification of building systems, particularly during new construction and major renovation projects.

Project and Consultant Coordination

  • Provide technical input and oversight for capital projects and renewal initiatives related to energy and technical systems.
  • Prepare and review technical scopes of work, specifications, and RFP documentation.
  • Coordinate and oversee consultants and contractors to ensure work meets University standards and operational requirements.
  • Review technical drawings, reports, and submissions for accuracy and suitability.

Leadership, Collaboration, and Support

  • Provide technical guidance and support to Facilities Management staff, including trades, operators, and project managers.
  • Collaborate with internal departments and external agencies on energy, safety, and infrastructure matters.
  • Serve as a technical liaison with utilities, regulators, inspectors, and service providers.
  • Participate in emergency response planning and provide after-hours technical support as required.

Compliance, Risk Management, and Documentation

  • Ensure compliance with applicable codes, standards, and best practices related to energy systems and building operations.
  • Maintain accurate technical documentation, operating procedures, and system records. Identify and assess technical risks associated with aging infrastructure and system performance and recommend mitigation strategies.
  • Foster relationships with external contacts at other universities and in industry for benchmarking and research purposes.
  • Actively participate and contribute to FM leadership team planning and review activities to achieve intended outcomes.
  • Perform other related duties as assigned.

Qualifications for Appointment

Interaction: The incumbent must be highly collaborative. They interact on a daily basis with the University administration, faculty, and staff regarding the provision of energy and sustainability-related services and the coordination of work, and occasionally with students, consultants, suppliers and contractors. The incumbent participates on committees and in meetings as required. They also provide guidance and advice on energy and sustainability-related matters to the tradespersons, supervisors, and Manager of Campus Infrastructure and Utilities. They interact with the Security team and the local fire department on fire alarm issues. They support the Manager of Projects with development and implementation of energy, sustainability and technical systems on new construction projects and major renovations, taking a lead role in the implementation of Green Globes certification. They maintain close interaction with other members of leadership team to ensure stakeholder needs are addressed appropriately.

Skills and Abilities

  • Strong technical knowledge of building systems, energy infrastructure, and applicable codes and standards.
  • Experience with Building Automation Systems is a must. Experience with Siemens controls systems is an asset.
  • Ability to analyze complex technical issues and develop practical, effective solutions.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to work independently and collaboratively in a complex institutional environment.
  • Proficiency with technical documentation, reporting, and data analysis tools.

Minimum Qualifications

  • Completion of an accredited engineering or technologist program, with significant technical experience. A minimum of seven (7) years of progressively responsible experience in facilities engineering, energy management, utilities, and/or building systems.
  • Significant experience in heating plant or HVAC systems.
  • Strong computer skills, including experience and proficiency with all Microsoft office applications including Excel and Teams; experience working with database systems.
  • Strong verbal and written communication skills and strong analytical skills, and the ability to be flexible and solution-oriented in dealing with both issues and people.
  • Strong interpersonal skills are required, including a high degree of tact and diplomacy dealing with a culturally diverse University community and the ability to maintain positive working relationships.
  • Health and Safety training and experience is considered an asset, including WHMIS certification, ladder safety, etc.
  • Valid provincial driver's license.
  • Assets:
  • P.Eng. or P.Tech designation or eligibility for registration
  • Experience working in a post-secondary or similar institutional setting
  • Experience supporting sustainability initiatives and emissions-reduction planning
