LAND USE PLANNER - Temporary 1 year

The Kativik Regional Government (KRG), a supramunicipal organization with jurisdiction over the territory north of the 55th parallel, is currently seeking a motivated and dynamic individual to join the KRG for the following position:





LAND USE PLANNER

(Temporary 1-year full-time position)





Under the supervision of the Coordinator-Land Use Planning, of the Renewable Resources, Environment, Lands and Parks Department, and in collaboration with the Municipal Public Works Department, the responsibilities of the Land Use Planner include, but are not limited to:

• Providing technical assistance to the Northern villages in land use planning, including:
  • Participating in the development, review, and implementation of local master plans, related administrative regulations, and their amendments;
  • Planning and coordinating public consultation sessions, as required;
  • Collaborating in the implementation of various strategies for the sustainable development plan of new expansion areas;
  • Assisting in the preparation and analysis of municipal development permits and authorizations.
• Participating in various projects related to land use and sustainable planning;
• Performing any other related tasks as required by his/her supervisor.

REQUIRED SKILLS

• Bachelor’s degree in urban or regional planning or a related field;
• Minimum of two years’ relevant work experience (drafting regulations, municipal or regional planning, training municipal officers, etc.);
• Membership in the Ordre professionnel des Urbanistes du Québec is considered an asset;
• Experience in a municipal work environment will be considered an asset;
• Experience in land use planning in a northern or Indigenous community will be considered an asset;
• Computer skills ( Microsoft Office, ArcGIS , AutoCAD, etc.);
• Excellent communication skills and the ability to work independently and as part of a team;
• Excellent ability to express concepts in simple language and to actively listen to needs;
• Excellent ability to adapt;
• Working knowledge (written and oral) of at least two (2) of the following languages: Inuktitut, French, and English;
• Willingness to travel frequently throughout Nunavik.

Work location: Kuujjuaq, Quebec

Salary: Minimum of $63,716 and maximum of $109,329 per year

Benefits:
Cost-of-living allowance: minimum of $8,500 per year.

Food allowance: minimum of $4,398 per year.

Annual travel allowance: maximum of 3 trips.
Simplified pension plan: employer 6.25%, employee 4%

Group insurance.

Vacation: 20 days a year.

Public holidays: 20 days, including 10 during the holiday season.

AMÉNAGISTE

(Poste Temporaire 1 an à temps plein)





Sous la supervision du coordonnateur de l‘aménagement du territoire du service des ressources renouvelables, de l’environnement, des terres et des parcs et en collaboration, les responsabilités de l’aménagiste comprennent, entre autres, les suivantes :

• Fournir une assistance technique aux villages nordiques en ce qui concerne l’aménagement du territoire, notamment :
  • Participer à l’élaboration, à la révision et à la mise en œuvre des plans directeurs locaux, des règlements administratifs connexes et de leurs modifications;
  • Planifier et coordonner la tenue de séances de consultations publiques, au besoin;
  • Collaborer à la mise en œuvre de diverses stratégies pour le plan de développement durable de nouvelles zones d’expansion;
  • Aider à la préparation et à l’analyse des autorisations et des permis d’aménagement municipaux.
• Participer à divers projets liés à l’aménagement du territoire et la planification durable;
• Effectuer toute autre tâche connexe demandée par son superviseur.

COMPÉTENCES REQUISES

• Baccalauréat en urbanisme ou en aménagement du territoire ou dans un domaine connexe ;
• Minimum de deux ans d’expérience de travail pertinente (rédaction de règlements, planification municipale ou régionale, formation d’agents municipaux, etc.) ;
• Être membre de l'ordre professionnel des Urbanistes du Québec sera considéré comme un atout;
• Une expérience dans un environnement de travail municipal sera considérée comme un atout ;
• Une expérience en aménagement du territoire dans une collectivité nordique ou autochtone sera considérée comme un atout ;
• Compétences en informatique ( Microsoft Office, ArcGIS , AutoCAD, etc.) ;
• Excellentes aptitudes en communication et capacité à travailler de manière autonome et en équipe ;
• Excellente capacité à exprimer des concepts dans un langage simple et à écouter activement les besoins ;
• Excellentes capacités d’adaptation ;
• Connaissance pratique (écrite et orale) d’au moins deux (2) des langues suivantes : Inuktitut, français et anglais;
• Volonté de voyager fréquemment partout au Nunavik.

Salaire: Minimum de 63,716$ et maximum de 109,329$ par année (classe 10).
